    It's just so disappointing to receive this notice AFTER the premises have already been painted! What happened to the mural, of Norm Stephens that was on the north facing upper story? That told the story of not just Norm, but Carrum too.

    The colour it's been painted is not that nice. I'm just left shaking my head at this, I was shocked to see the complete change of the premises know to many as "3 Steps Milkbar" in more recent times, the gym for Atticus Health, next door.

    It's a real shame!

    What is Kingston City Council going to do about what has happened? I would truly like to know.

    As a long time resident of Carrum I was appalled and disgusted at the incompetence of the “system” that has a notice presented AFTER the act has been taken out. Painting over a mural that has been a long-standing ICON of Carrum, that is a celebration of this suburb and Norm Stephens’ life.

    My shock at the premises’ alterations over recent years have not been for the best, losing the character and vibrancy that was “3 steps” to a bland property that has no substance and fails to be demonstrative of the character Carrum residents expect to see and retain in their suburb.

    What does Kingston Council propose to do to rectify this deplorable situation?

    Here’s a thought...maybe have the mural reinstated and look at how to revamp the shop area into the beachside, retro character we all appreciate.

    This premise was painted over prior to 6/12/20. In painting over it prior to getting a permit, they changed the colour from an area appropriate sandy yellow, to the eye sore turquoise, we see now, which is not befitting of such a historical site.
    They also painted over a large mural of Carrum icon, Norm Stephens, without consultation. The mural, which was crowd funded, served as community tribute to the generations long dedication and sacrifice Norm has given to his beloved Carrum.
    It is my hope that Kingston City Council take appropriate action against the responsible party, including getting the mural of Norm repainted.

    Obviously this application is for the external painting, including reinstating the artwork and as a VicSmart application is not advertised. The original mural of Stephens never had a permit as required, so the council did not know of its existence and regardless the permit is to have it reinstated

    For those unaware, the tenant had a stop work order put on them in early Dec, after they proceeded with various works without permits
