    I am writing in objection to this development for a number of reasons:
    1) amending the use of Shop 37 from a food outlet and into a sales office removes the option of attracting a replacement tenant of the same or similar type to replace the current tenant;
    2) there is no other suitable location for the placement of a fresh poultry store within the Winston Hills Shopping Mall as this location is opposite a major supermarket and in the area services by a bakery, butcher and fishmonger, making shopping for fresh food more simple;
    3) Winston Hills Shopping Mall is visited by over 5,000,000 visitors every year and will be the only sub-regional shopping centre in the immediate area without a chicken shop.
    4) The cost of re-converting Shop 37 into a suitable outlet for fresh food once the sales office meets its objectives will be born by any incoming tenant and is an unnecessary cost to place on small business

    For the above reasons, I provide my objection to this DA and ask that council consider this in their determination.

    I object to this development as it is removing a valuable resource from the local shopping center. I'd prefer to purchase chicken from a chicken store then from coles or Woolworth. Given that the Chinese restaurant is also closed I am concerned that this push for apartments is set to destroy our local center and remove choice from us the residents. Thank you.

    As a local of Winston hills. What would best suit our community is a shop that provides for the community - such as food and fresh produce - we don't need
    a sales office. What benefit will that shop do for our every day needs and living? Please consider not allowing this change of shop and fit out to go forward

    I would like to oppose this DA application. I understand Lenards Chicken had to close down for personal reasons. What I would like to see replace Lenards is another chicken shop or similar food shop. I would be very upset if instead of a shop where I could buy my family food, there was a sales office for the units none of the community want. It would be a disgrace and an insult to our community for valuable shop space to be used to aid the units we so strongly oppose.

    I wish to object to the application for changing the fitout of this shop to become a sales office for the proposed units above the mall. I dont support the development of units and therefore dont support this application. In addition to this I go to the mall regularly for my grocery shopping. I was a regular customer of Leonards Chicken and was disappointed to see it go. My preference will always be to have shops that cater for the community to feed, clothe and assist families in their day to day lives. Not to assist developers become richer without any consideration or empathy for the community.

    I object to changing shop 37 into a sales office for apartments.
    This development is not wanted as part of the local community and so a sales office for the apartments is not useful.
    It would be far better to retain it for use of food as all the other shops in this area of the mall are.

    What a shame it is when a shop supplying food in our local community is going to potentially be replaced with a sales office for a development that is going to destroy the Winston hills community infrastructure and crush our spirit.
    We don't want this development and the sales office is another nail in the coffin
    How are we to cope with single lane roads completely surrounding multiple levels of accommodation?
    Congestion, overcrowding? Greed should not win.

    I AM WRITING TO SAY THAT AS A RESIDENT OF WINSTON HILLS ,THAT I'M AGAINST HAVING AN OFFICE FOR THE UNITS, INSTEAD OF A SHOP, I WOULD PREFER A FOOD SHOP THERE,I HAVE LIVED IN WINSTON HILLS FOR NEARLY 29 YEARS AND DO NOT WANT UNITS HERE,SO I MOST CERTAINLY DON'T WANT AN OFFICE PUT IN I WOULD LOVE TO HAVE A FOOD SHOP THERE INSTEAD,I HAVE BEEN TO THE MEETING AGAINST THE DEVELOPERS, BUT THE CRIES FROM THE RESIDENTS IS FALLING ON DEAF EARS, PLEASE LISTEN TO OUR FREEDOM OF SPEECH, THE PEOPLE THAT LIVE HERE.

    I object to shop 37 being changed from a food outlet into a sales office. I shop locally to support the businesses within the mall. We do don't want this development .It is not in the best interest of the community. These units are going to place a burden on our already congested roads, and remove some of the shoppers parking.

    Dear Baulkham Hills Council,

    I am a local resident and frequent the Winston Hills shops a few times a week. I love the variety of foods and shops there.
    What good to me as a consumer is a shop that promotes the building of a unit block that none of the local residents support???
    It is so frustrating as a resident to see the greed of developers and the council promoting such things. I came to live in the hills district as I loved the large blocks and the beautiful houses. What do I see now everywhere I look - large cranes building even larger buildings of units that we do not as a community want in our suburb!!
    Please listen to your local residents - this is meant to be known as the "garden shire" not the "which developer can build the largest block of units shire"

    I would like to express my concern and disappointment at the possibility of Shop 37 being renovated and turned into a sales office for the apartments, which we, as residents of Winston Hills object to strongly. Will a sales office provide us with fresh poultry to feed our families? I think not! I feel as a regular customer of The Mall that my needs are being totally overlooked at the expense of a sales office. Please listen to the opinions of our community - aren't we the ones who keep the centre operating?

    I wish to object to the application for changing the fitout of this shop to become a sales office for the proposed units above the mall. I don't support the development of units and therefore don't support this application.
    I go to the mall regularly for my grocery shopping. I was a regular customer of Leonards Chicken and was disappointed to see it go. My preference will always be to have shops that cater for the community to feed, clothe and assist families in their day to day lives. Not to assist developers become richer without any consideration or empathy for the community.
    I have lived in this area since 1969 and have seen it grow and develop into a family friendly suburb. It now looks as though this is going to change drastically and for the worse as it appears greed is going to win over common sense and the needs of the community.

    I object to this DA on the grounds that it is a change of use that is not in the interests of those who shop at the Mall, or the surrounding shops within the Mall. Replacing with a similar use is what is needed for the community and shoppers. A chicken shop or similar would give shoppers continuity of choice of food options. The chicken shop does a brisk trade providing lunch and dinner 'eat now' or 'take home' options. This draws people to the mall and provides a quick and convenient way to eat well. The nearest chicken shop alternative is at the small bank of shops down at Caroline Chisholm and not having a similar shop at the Mall would result in people selecting not to come to the Mall and thus lost passing trade for the other shops at the Mall.
    The fit out costs would presumably not be an issue for the incoming tenant however once the deals are done and a sales office is no longer required, a future tenant would need to pay the costs of reconverting the space into something useful.

    I wish to lodge my objection to the proposed development of a sales office fit out for the sale of units that I do not want or think are needed above our local shopping centre. I object to losing a fresh chicken shop which is needed, wanted and used in our community to gain a "sales office" for units which will not add anything positive to my life or the community I am part of.

    I object the development for change of use to shop 37 for the following reasons:

    A) changing the space from a food outlet to a sales office is not providing our community any value or variety in our shopping needs.
    B) this shop is located in food a hub where you have Coles, a bakery, a butcher, a fishmonger, Boost juice, Donut King and the food court. A sales office would be out of place.
    C) to find another retailer offering choice to our community will be made costly due to needing to re-fit the space after it was converted to a sales office. It can continue to trade as a food outlet due to previous owners fittings.
    D) it is prime retail space that is not utilised to its maximum potential to continue to attract shoppers long term such as another chicken shop.

    I ask council to consider this in their determination of the DA.

    # I object to the closing of our only Chicken shop in Winston hills Mall ,
    I frequently purchased product for my family there , product that Leonards only sold .
    # I object that this shop is to be fully renovated into a Sales office to sell Units That NO - ONE in the Winston hills OR Baulkhamhill hills areas want .
    # The owner of the shopping centre should be renovating the out dated
    Food court and providing more eateries of which is in the interest of the community ......Units are Not..!,

    I strongly object to this application as it actively contributes to the destruction of the family/garden appeal of the local area. The loss of the chicken shop has an enormous impact on the shopping choices of locals. The fit out of a sales office would be in direct conflict of the needs of the locals. I object to any development at Winston Hills Mall that does not serve the direct needs of local families.

    I object the development of the sales office. This is a family community and has no need for this office let alone the development itself. We are in need of fresh food shops in the mall to feed our families. I have lived in Winston Hills my entire life and now live within close walking distance of the mall with my family and ask that you consider the community and its needs!

    I am a local resident of Winston hills and frequently visit the Winston Hills shops a for food, clothing etc. The variety of foods and shops is fantastic for a small shopping centre. I frequently visit Aldi, Woolworths, bushes meats and Lenards chickens. What a shame that the chicken shop has now been closed to support a unit block that the majority of the local residents support. I find it so frustrating as a resident to see the large blocks and the beautiful houses around the area being knocked down and replaced with apartment buildings without a thought to infrastructure or for the view of local residents. Have you been to this shopping centre at Christmas??? It is insane!!!! There are no car parks, the surrounding streets are full of cars and now there is an approval for the units to go ahead. It will become much worse. What will happen with all the traffic? Additional car parks? Schools are already full. Where will the extra children study? Are you going to widen roads?
    Please listen to your local residents, it's such a shame that this suburb is split in two with hills and parramatta council. It does feel like residents are being disregarded all for greed and money.

    As a family (& residents of 20 years) we have already moved the majority of our shopping power to other local precincts as a direct result of what we see as a dearth of appropriate shopping outlets in Winston Mall that cater for our needs. The Target Market being utilised by the Mall Owner in order to decide whom to rent to already does not satisfy our needs. If the current location of Leonards Chicken shop is enabled as a site office for units that the local community has already lodged it's almost unanimous disapproval of them that would only serve to lend further credence to our desire to relocate completely from Winston Hills.

    I object to the development application on the grounds that not providing Leonards the opportunity to replace with a similar store will unfairly impact minority groups within our community who will not be able to source fresh chicken meeting halal or kosher requirements from any of the other local stores.

    The proposed location of a property sales office at shop 37 in winston hills mall should not be allowed as the shopping centre is for the people of the area.
    The chicken shop provided an option for shoppers and always provided a service for customers.

    I object to the change of use of the former chicken shop at the Winston Hills Mall to become a sales office for the units which are yet to be erected. We have already seen the closure of the Winston Garden Restaurant and now another shop. I have been a resident of Winston Hills for 43 years and have seen many changes in that time not always for the best of the residents. The closure of the chicken shop seems to be yet another bad decision made by the management of the Winston Hills Mall.

    I would like to object to this development.
    * The shops within the centre should cater to the needs of the community. This shop is only going to cater to the needs of one person - the developer!
    If the Developer needs a place to sell these units from then it should not come at the loss of the community's shopping facilities.
    * As a community we do not want to lose a shop. We like the variety of stores which cater to the diverse shopping needs in our community.
    * In recent years we have lost several stores which we were important to us because the managers saw a way to get new tenets in on higher rent... robbing us of shops we loved and store owners of their business. We don't want this to become another example of this.

    I am writing in objection to the proposal that the former Leonards Chicken store being turned into a sales office for the unit development. A centre that size needs a chicken shop or similar to help meet the needs of the community. Lenoards was always busy and provided an alternative to the major supermarkets for people to buy their chicken. It was also a lot more convenient than having to negotiate the supermarket. I can't see how a sales office will benefit the community.

We regularly shopped at Lenards Chickens, I know the owner of the franchise in shop 37 would be horrified to know his franchise was not allowed to continue in Winston Hills Mall. My family & I vote to have another chicken shop opened in shop 37.

    In my opinion the way in which this whole development has been aproached by the developers has been quite underhand to say the least. Now they are wanting to use shops that service the community for their own benefit, this is not acceptable to many of the community who would rather see another retail outlet servicing the needs of the local residents and passing trade.

    I wish to have my objection to the proposed change heard by council. Winston Hills Mall is a great shopping centre and needs all available shop spaces for retail outlets. There also needs to be the option for another chicken shop to open on the mall as the old one was well patronised and is missed as there is no other speciality chicken shop in the centre able to fill the gap left by the closure on Lennards. I was not awar that the building of unit on top of the centre had been approved. Do they have some inside information that the rest of us do not have. We don't need units in the area.

    Wow...Im glad Lenard's has gone...i purchased food from there and got food poisoning.Did anyone go to the Centre Management office and ask what happend to Lenard's?...well i did and guess what...they went under, the thing that i find amazing is if all of you purchase food from there then they would still be trading...not only that, you to would have got food poisoning like i did.
    Come on guy's get with the times, this is a great opportunity for me to live in Winston Hills..i hope that the HSC pass this.....its a sales office..wow, get with it and think of others as it will give alot of us the opportunity to down size and move to the Hills area

    I am writing to object to this application. The sales office proposed for Winston Hills Mall is not in keeping with the surrounding scheme of the Mall. I do all my food shopping at the mall and am a local resident. I have been disappointed with the closure of the chicken shop and usually a similar shop would be an appropriate replacement. However it appears selling of the units, which the community were apposed to, is more important than families having options to feed their families. With less choices people will find somewhere else to shop.

    Please consider how this will impact the community.

    I object to the proposed opening of a sales office for the units in Shop 37 of Winston Hills Mall. I use the services for my family, as an existing resident. Things like, supermarket, clothing, sports, hairdressing and fresh food I find worthwhile at WH Mall. I would consider the use of shop 37 as a poor direction of funds, as it doesn't better the shopping experience for my and many existing families of many years.

    Will all the shops be changed for the proposed dwellers on top of the mall and the faithful made to move on?

    I hold I objection to the proposed closure of the chicken shop to a sales unit. The chicken shop is under utilised. I have shopped in the mall for many years (usually at Coles) and rarely see customers using this shop. There are opportunities to buy fresh poultry at 3 other outlets in the same shopping centre, namely Coles, Woolworths and Aldi. Using this unit as a sales office for the units that are soon to be built above the shops is an ideal use of the space. There are many other tenants within the mall who will benefit enormously from the additional residents. if the chicks shop was so popular logic dictates that another, less populated shop would have had their lease renewal refused.

    Dear Sir/Madam

    With regard to Ref: no: 1561/2016/ HA I wish my objection be noted and given due consideration.

    It is proposed that Shop 37 Winston Hills Shopping Mall (formerly Lenard’s Chicken) be amended from a food outlet into a sales office for marketing of residential apartments (a matter which residents seek consultation to overturn the L & E C decision).

    Shop 37 is in an area primarily surrounded by fresh food outlets i.e. Coles Supermarket; De Costi Seafood’s, Bush’s Meats and a bakery all within close proximity, as too is the food court; therefore it would be considered the ideal location to attract a replacement tenant to provide the same or similar product, that being fresh poultry products. If Centre Management are invested in providing local residents with the best possible selection of retail outlets it would seem irrational that they would consider removing this option from its current position as it would be highly unlikely that a new business would be attracted to the centre if they were also expected to incur additional costs to fit out a shop in another location. It would seem a very costly exercise and an unnecessary burden for a small business franchisee.

    Additionally in the event the proposed residential development is to proceed, it would be unlikely that the said sales office would require an on-going lease once all apartments have been sold?

    I am a long time resident of Winston Hills and have found Winston Malls a convenient location for weekly food shopping, however if services are not available I am unlikely to continue supporting a centre which does not offer a full selection of fresh food outlets. I am also aware that most recently the Winston Gardens Chinese Restaurant closed and one cannot help but wonder what Centre Management have proposed for this; and indeed will there be any retail outlets left.

    In my opinion Centre Management at Winston Hills Mall are negligent in their duty of care as has been witnessed by those who shop there regularly; how many times has the lighting malfunctioned in the basement car park leaving shoppers to find their cars in the dark and how long before someone falls foul as a consequence of this? Centre Management's inability to address such issues within a timely manner is simply not good enough, 24 hours for such matters rather than 7-14 days; as too the issue with broken pipes leaking and flooding areas of the car park. These are not “one off” occurrences rather they are ongoing issues which need to be addressed. In any place of business today Occupational Health and Safety compliance is a priority so surely this should be reflected in the centre for workers and shoppers alike.

    I reject to replace the chicken shop with the development sales office. There are limited shops available in the mall and the chicken shop is the alternative we have beside buying meat from supermarkets. The correct action is to add more shops in the mall instead of building more apartments or removing existing shops to facilitate the development. Please do not ignore the community voice.
