It is not entirely clear from the description whether the relocation of the bicycle storage is to the roof or if that is just for the AC condensor units. There are also no documents attached to this modification with pictures to show the design or location of the bike racks or louvred fencing. I have looked through all of the previous attachments and could not see any diagrams in any of the documents. Only found two references - one in the Statement of Environmental Effects June 2017 document that the proposed development proposal provides for bicycle storage within each unit. Also that there will be a provision of 6 vertical bike racks but no description or diagram on the plans as to where this was going to be located.

On the assumption that the bike storage is being relocated to the roof I have 3 concerns with this proposal:
    1 Safety
    2 Noise
    3 Privacy

If this provides open access for tenants and their guests to have open and unrestricted access to the roof then I think there are valid safety concerns of people falling off the roof as no railings and inappropraite use of that space for socialising and parties given this is the only accessible outdoor area as the units consume the entire property land area.

Having people on the roof will also create more noise pollution and disruption this causes to the neighbours, particularly in the evenings. This is already an ongoing issue in the area with neighbouring properties having loud parties and music on the balconies on Havelock Ave. The noise carries and echos significantly in this location on Asher St/Havelock Ave. Any of the adjacent neighbours can attest to that.

This also causes privacy issues that people on the roof can looking into the neighbouring properties and in particular the back gardens on Asher St.

Lastly, it seems impractical to store bicycles on a roof. Normally this would be done on ground level or a basement of a garage or inside an apartment. If there is no capacity given the way the building has been designed, perhaps an alternative is to develop bike racks in the park at the beach, near Carr & Arden St or near the Surf Club, only approx. 200m away.

Could photos/diagrams be provided please for these proposed changes?

Thank you for taking these concerns into consideration when deciding whether to approve this application.
