    To whom it may concern. I am writing in objection to the “Expansion of redline area” application number 64325A03 for 260 Green Gully Road, Glenlyon 3461.
    Our property shares neighboring boundaries which is also accessed via Green Gully. Outlined below are my reasons for my objection.

    1.) Green Gully Road is a single lane road requiring passing traffic to slow down and move off the road to allow vehicles passing in either direction to do so safely. This at times is generally unsafe due to the poor maintenance of the road and the amount of debris on the roadside which at times has damaged vehicles. We have also witnessed numerous cars traveling at excessive and dangerous speeds on some sections of Green Gully Road.

    2.) It will also significantly increase road traffic on Green Gully Road posing an even greater risk to our wildlife in particular the Kangaroos that heavily populate the area. We have seen on many occasions animals either maimed or killed due to careless driving.

    3.) I believe it also proposes an increase risk of bushfires due to potential carelessness of “day trippers” for example throwing cigarette butts out the windows, cars pulling off Green Gully road and fires starting from hot vehicle exhaust systems during the warmer months. We see too often cars traveling at unsafe speeds and not driving safely by slowing down and moving off the road slightly to pass.

    4.) Green Gully Road is a road that is subject to flooding where is changes to an unsealed road. This section of the road is poorly maintained and very dangerous.

    5.) We often horse ride along Green Gully Road. People unfamiliar with driving in rural areas often do not slow down when passing.

    6.) Noise Pollution. The subject property is situated directly across the gully from our property and can often hear noise carry through. I do not wish to reside on a country property where large gatherings can be held and alcohol being served at the times and frequency proposed in this application.

    I am writing to strongly object to your proposal for the “Expansion of redline area” application No. 64325A03. For 260 Green Gully Rd, Glenlyon ViC 3461.

    We have neighbouring boundaries to your property property and share the same access road that will be used for the influx of traffic required to get to your applicants address.
    Green Gully Rd is a single lane access road requiring oncoming traffic to to drive off the bitumen onto gravel and sometimes unsafe verge due to erosion after rain or fallen trees that are currently not properly maintained by council. Often there are branches or ditches that have damaged our cars when required to pass another car. The influx in traffic would only further erode these verges making this a worse problem.
    Kangaroo Ck often overflows after rain which is only a one lane bridge which is dangerous. It also poses a fire risk in the summer months given how small it is.
    Numerous times we have been driven off the road passing “day trippers” who refuse to drive off the bitumen onto the gravel in their cars.
    In summer we often see tourists parked on the side of the road in high grass which could be a fire risk. Also with the large gum trees along the road in the event of a fire this would be a enormous risk not giving safe escape options to locals little own groups of people gathered in the proposed isolated venue.
    We often horse ride along this road and city drives do not obey safe road rules around horses often speeding past. I was involved in an accident from a car on this road which caused my horse to be frightened bucking me off and dragging me causing serious injury. All because of a non compliant driver.
    The proposed venue is across the gully from our house and often we can hear noise travelling through. I do not wish to reside in a country property where gatherings will take place with your proposed times in the application disturbing not only local properties but the wildlife.
    Green Gully Road is also a habitat to many native animals such as Kangaroos, wombats, possums and many other species. Often we find Dead or injured animals from speeding cars or drivers not use to the area.
    In summary due the reasons listed above I strongly object to your application in allowing the property to be used as a venue 7 days a week from 10am-11pm. I also find it disturbing no direct mailout was given to locals of your intent. All that was displayed was a piece of laminated paper screwed into a tree outside their gate which can easily be missed.

    My objections to the granting of an extension to the current liquor licence, to allow 10am to 11 pm trading 7days a week, at Glenlyon Estate Winery are as follows:

    1. The signage has been in place for 25 days without anyone in the community being aware of the application. The sign is small and placed on a tree near the entrance gate. It is not clearly visible from the road, requires the interested party to park their vehicle (where no possible parking exists) and walk up to the gate to read it. All Victorian residents have been required by the Victorian Government to abide by the lockdown laws during the pandemic and this community has abided by these laws. No-one in this community, until yesterday, three days before the lodging of objections is to be closed, had seen the sign or been made aware of the application. I request an extension of time so the community has the opportunity to be made aware of the application and lodge an objection if they wish to do so.

    2. Green Gully Road is unsuitable for even a slight increase in traffic. It is an unlit rural road with two severe right-hand bends, blind spots over the crest of hills and extremely limited visibility when exiting Torpys Lane. These dangers are further exacerbated by a heavy kangaroo population in the area. Green Gully Road is a single lane road which requires vehicles to slow down and move two wheels onto the shoulder when passing another vehicle. Visitors to the area are often unaware of this and do not move over to put two wheels on the dirt. This puts the other driver at much greater risk as they need to get even further onto the shoulder where there are potholes and debris. The road is subject to black ice in winter.

    3. Kangaroo Creek floodway can be covered in water during extended periods of rain. A depth indicator is in place at the crossing, but visitors to the area may be at greater if they are not familiar with the crossing when it's underwater.

    4. An extension of the liquor licence will encourage events to be held at Glenlyon Estate Winery. A VCAT ruling stated vehicle numbers must be limited for a number of reasons, which included, among others, the risks associated with sole ingress and egress via Green Gully Road.

    5. The Green Gully Road area is in the highest risk category for bushfires. In the event of a bushfire, Green Gully Road is the sole egress for Glenlyon Estate Winery patrons and the local community. The other direction is a 4WD track through the Wombat State Forest. Given the Federal Government's warning of increased risk of bushfires in the future, an extension of the licence would place visitors to the winery in a precarious situation in the event of a bushfire. Long periods of extended hot weather present a further fire danger risk if visitors pull over onto long dry grass or throw a butt out the window. The local community is aware of the safety zones to go to in the event of a fire but visitors to the winery are not.

    I urge that these matters be given serious consideration by the Victorian Commission for Gambling and Liquor Regulations in regard to this application.

    I agree with the objections of Messrs. Matelli, Carter and Debney. Further, I suggest that the licence be further restricted to daylight hours. This area, accessed only by Green Gully Road, a rather dangerous, single lane road, is not suitable for night access except by locals and those familiar with the area. I suspect the applicant is planning to hold events there, such as weddings and parties, that would extend into the night when the risk is greater.

    Dear Sir/Madam,
    I strongly object to the extension of opening hours at this location.There are relevant and concerning issues to this proposal.
    Greengully Road is at best barely serviceable as a residential/farming access road.It is often pot-holed,corrugated and the shoulder edges degraded.There are no marked fog-lines.It is a single lane carriageway and hence passing vehicles have to move close to the edges ,onto gravel ,to pass and this can be quite dangerous to unprepared drivers.Nightime and dusk particularly.Locals are aware of these issues and drive accordingly.
    Extended trading hours for events,functions,celebrations would bring non-locals to the area who would be a potential danger to local traffic,especially if intoxicated.
    There is an abundance of wildlife in this area especially at the Kangaroo Creek area-a narrow single lane water-ford crossing.Patrons would have to negotiate this in order to access no.260 often in poor weather conditions.
    There are frequent bends and dips and tight cornering in several sections.Potentially inebriated patrons of said venue would be at high risk of accidents.
    There are also residents who ride their horses,walk their children and pets along this stretch and added traffic would pose a danger to their well-being.Farm machinery is also driven along this road.The road would become degraded very quickly with more traffic,hence increase costs to council and rate-payers.
    With periods of high winds in the area there is the risk of falling trees, limbs and tree debris littering the road.Added to the narrow road,bad surfacing and darkness of the area there are also steep-sided drains and culverts.These are difficult to see in the darkness especially in foggy and inclement weather.
    Summer poses its own problems of fire danger and bush fires.A car accident throwing sparks or an irresposible cigarette smoker would set the surrounding bush aflame.There is only one way exit for non 4WD vehicles.
    Increased hours of patronage until 11.00pm.with alcohol being served is a disaster waiting to happen.
    I firmly believe this is an entirely inappropriate expansion.The local residents and wildlife do not need an added risk factor, greater traffic and noise level in their peaceful setting.
    I firmly object to such an extension of trading hours.The nearby township of Daylesford adequately caters for these needs.
