There is no information about the proposed licencing hours or the type of business proposed which makes it difficult to address this proposal in detail. It would be easier to support / oppose this application if this information were available.

I object to any business receiving a general licence in this location - especially where the hours and the nature of the proposed business are unclear.

This is a completely inappropriate location for a business having a licence tht is typical of a pub .

I looked up what a general liquor licence is .. and I quote from the official website
    --------------
A general licence authorises the supply of liquor for consumption both on and off the licensed premises.

    Who would normally apply?
Any business with appropriate planning permission that wishes to supply alcohol for consumption on the premises, as well as to take away for consumption off the premises. Pubs, hotels and some taverns would normally hold a general licence.

    a) if the business is operating during the day this is a family area and the premises is passed by school children and children attending the music school a few doors away at 689 Whitehorse Rd. Which may not be compatible with an alcohol based business open during the day

    b) lack of local parking in the area will require both staff and customers to park in local streets - this is a planning issue but if the nature of the business will result in alcohol affected patrons returning to their cars in local streets in a family area it is also a licensing issue.

During the day: there is very limited parking on Whitehorse Rd near 689, and what parking there is is taken up by the nearby Mister and Miss cafe at 677 Whitehorse Rd during the day. When this cafe opened it put (and still puts) massive pressure on parking in local streets (cars doing laps 4 or 5 times, illegal parking, near misses etc) Note that the cafe is only allowed to serve alcohol with meals and people cannot drink at the outside seating.

During the evening: the number of residents cars parked in local streats increases as people return from work . The streets are not well lit. Attempts to extend the cafe opening hours beyond 4pm were met with considerable resistance and dropped.
