What is the point of having "standard car parking requirements' if every development application can reduce them?

Doesn't that now mean that there are no standards and developers can simply ignore the fact that people have cars?

Every suburban street around these developments is packed with parked cars because the developments can't accommodate them. Most streets around my house are now single lane and difficult to find parking as each side is now full time car parking.

Having this sort of development without the infrastructure to support it is utterly ludicrous.
