1. I'm sick to death of people around here (and there are many) who do whatever they like then seek to have Council legitimise their illegal actions. The Council, as far as I can see, usually approve retrospectively. Makes you think doing the "right" things is not worth it.
   That old saying "It is easier to ask forgiveness than it is to get permission" certainly applies.

2. Is there a fine for this kind of offence?

3. Unfortunately there are no documents to show what unauthorised works have been completed. However, how can a building certificate be issued for unauthorised works? Shouldn't there be a fine for this instead and the proponent asked to remove the unauthorised works. Otherwise this makes a mockery of the system.
   This property is also in a Heritage Conservation Area so the owners need to take this into consideration for any building work undertaken. If it doesn't comply with heritage requirements please remove it.
