This was tried some months ago and votes against. The church has not adhered to all it’s approved permits as yet. From what I have been told they are not official opened yet so why are all the conditions not being complied with, although services have commenced since Christmas 2016, and they are there Saturday, Sunday, Monday, Wednesday and Friday. The gardens have not started and prickly pear has been planted.

I am sorry the race card has been played in this application. Basically changing to 20 to 24 hour days is not healthy for this area which is mainly a residential area.
If they intend on making bread on a weekly basis where is their food handling and commercial kitchen certification as we have not had notifications of this before.

I am concerned about the owners/users of this site not complying with their application and also with general decency of how their site looks when they have residential neighbours and are visible to many more residences and for the general area.
There are shipping containers - yet the permit is for a church not a storage facility (see VCAT result for somewhere near Smith's Gully/Panton Hill where shipping containers or similar had to be removed because the site had no permit to be a storage facility). The fencing is NOT consistent with the area or with what officers described to me they had bowed to pressure to allow black metal fencing "because the 7th Day Adventist Church on Yan Yean Road in Plenty has them" - ie. MUCH more built up. Not only did the church then go ahead and put up metal fences, they are not plain like the 7th Day Adventist ones they cited: they have finials on top and contrasting crosses all around. It is NOT fitting with the rural residential character of the area and is was NOT part of the permit application that residents could have a say on. The fence should be changed. I have been told time and time again each application must be decided on its own merit, yet the use of "precedent" of fencing on a church that must be at least 4-5 km away is plain wrong. Now we have a childcare centre trying to open up opposite where there is clearly a case of overdevelopment, destruction of character and amenity of the area and traffic/parking and waste water issues - they cite the church as a link to their application which plainly incongruent. I originally supported, in writing, the church being built here as I thought it was a much better use than chopped up to be a housing development or high use facility -- and I thought that being a church they would have gratitude and concern for the community they are placed within. I thought a church would do their utmost to make sure they do not destroy the amenity of the community they have built amongst. Instead, the place is a mess. If it is true they have planted prickly pear this must be dug up and disposed of as it will get into the Smuggler's Gully waterway that runs adjacent to this site and into the Plenty river environs. The various flapping plastic fabric and other signs are messy and distracting. Various junky looking items looking like construction offcuts etc are strewn around the exterior. The carpark looks like it's been dug to disturb too much of the soil levels. The whole place looks cheaply done and unfinished yet the planning permit has a time limit on when all parts of the permit must be abided by and complete? Has this passed? There is a huge box near the north boundary visible from Yan Yean Road (maybe to run septic, or communications, or power?) that often has a flashing light on it that is distracting and ruins the peaceful nighttime amenity of the area. It can be seen from right up the whole length of Youngs Road roadway. Also distracting is the type of lighting (LED) that is a white bright light on the exterior of the building. This is unnecessary and should not have formed part of the design as it is not in keeping with the area and the lack of lit signage of the local environs and only the gentle glow of warm coloured street lighting as is part of the area. I am grateful the church is there instead of housing. However, I understood the application was for low use and low traffic. I think the church should be grateful they were allowed to build in such a beautiful site amongst rural residential neighbours and start showing that gratitude (and keeping to the amenity, character and use of the area) by cleaning up the site, getting rid of the razzle-dazzle cross embelishments on the fencing and get rid of or tone down the lighting, get things finished neatly and put back some vegetation that is natural or fitting to the area (get rid of noxious weed prickly pear asap!) and NO SHIPPING CONTAINERS or messy storage. Regarding usage hours, I think they should be strictly limited in this review so as to avoid any impact on the peak hour (morning commute, school times, arvo and evening peak commute times) and should be mindful of any noise, vehicular movements or other impacts during times people sleep in on weekends and in the evenings. People who embraced the original application should not be faced with adjunct applications for changes for longer hours or more development, otherwise we would have objected in the first place. (So people who want to protect their areas from overdevelopment, perhaps the key is to object first and ask questions later if the Council deems it appropriate to add add add their own take on the permit conditions such as the horrible fencing, turning a blind eye to noxious weed plantings and junk all around the site). St Macarius Coptic Orthodox Church should be mindful of the community in which it sits and the rights and concerns of residents..

The most recent amendment to increase hours of operation is scope creep by increments.Now is the right time to ensure that the original agreed condition are adhered to. We say NO to 24 Hours a day operation.

Currently Coptic is breaching their permit conditions in many areas - NO FURTHER changes are in the interest of the Yarrambat community.

ie: Landscaping, exceeding Hours of Operation, Noise, Light Pollution and arraignment display of Religious Symbols.

One thing that has to be remembered about this area, it is after all a residential area.
This organisation has had their condition varied many times over the last couple of years.
They do not seem to understand that, for a lot of people this is their home and they do not need unfettered use of this property for all hours of day and night. We already have traffic problems from the church blocking Ashley Rd and slowing the exit from the road when they all leave
within a short space of time.
If you remove all of their restriction meaning we will most probably cause more backups of traffic
on Ashley Rd. at all hours. When Yan Yean Road is widened we will have even more trouble as we will not be able to turn right, so we will then have more congestion on Ashley Rd and Yan Yean Roads.
Do they have a food handling certificate or a commercial kitchen for their bread making.
They do not seems to follow their restrictions so why do they need unrestricted use of the property.
Restrictions should be kept in place so that we can have some peace and order in this properties usage.
