Please stop this application. The area is already pressured with bottle neck traffic and pollution , Westconnex- not to mention the air pollution from cruise ships. Enough is enough!No more traffic trying to get onto the peninsula this area is NOT suitable!
Please some common sense needs to take place - put an end to this once and for all!

I am in full support for this development. The hardware shop in Evans Street is being redeveloped and the one on Darling Street Balmain is closing down. That means if you need hardware and building supplies you have to drive several km of the peninsula.

The site is currently the gateway to Balmain and looks like a war zone. It is a pity it has taken 15 years or more to see a planning proposal of this sort. I hope it gets through and not scuttled by self interested parties this time.

I oppose this application..the traffic pressure on the Intersection will be immense. We live on a peninsula with only a couple of major road exits . this one serves those heading to the city and west. My objection is about traffic and community but I have to say, pace other objectors, existing hardware services in Evans and Darling St are just fine.

I am totally in favour of this development. There will soon be no hardware stores in this area, with Beattie Trading, The Hardware Store, and Swadlings, all about to close, and the likelihood of Crescent Timber also possibly going before long. Objectors seem to all think it is fine to drive to Ashfield, but there are those of us that don't have cars (so we are the ones that also don't clog the peninsula with vehicles!). As that whole White Bay and Mansfield / Roberts Street area will all soon be developed, let's start with getting this site finally turned into something useful.

To be clear at the off, I too object to this development for the reasons of pressure in existing infrastructure as you mentioned. However to note, the landlord at the Hardware store on Evans St has submitted DA for a housing development (see recent DA submission below) further, the other Hardware store opposite the library in Darling Street is closing down. So not only must residents reject the’ Big Green Giant’ development you are commenting on, but also the one at 50-56 Evans Street :-

This development would be a disaster for the area which is already a bottleneck for traffic. This sort of overdevelopment would cause significant delays to all commuters, and place thousands of cars on single lane roads each day. The area doesn't need such a large hardware store in any case, there's one in less than 10 mins drive from this location. Its is an absolute worst case scenario for local residents .

I find the argument about traffic generation and the bottleneck a strange one. More so when Council raised it in the past DA's. When the Lever Bros industrial site was developed into "Noddy Town" by Australand and then Meriton in the 1980's Council put out there hand for several million dollars s.94 contributions to add another lane to Roberts Street. Other new dwellings have been approved with s.94 contributions to solve the issues as well. I think they are still adding the levy. So the issue of congestion on existing and entry to Balmain is largely one that Council should have solved years ago.

The excuse that was given at the time was "we need to wait and see what will happen with White Bay power station". They have been saying that for more the 25 years now. So while you are sitting in traffic trying to exit on Roberts St. reflect on this and Council's ineptitude to even plan for it other then grab funds and raise interest from it.

This is a gateway site to Balmain and it is an embarrassment with its neglect. I think the Bunnings Design which is now online is very ordinary in terms of urban design and can be improved considerably. That is my main issue.

Whilst I am not against Bunnings - I object to this development due to its location, as it will create even more traffic chaos at the Robert Street intersection, particularly during morning peak hours. Most tradies will visit the hardware store on their way to their job - and this is first thing in the morning -which will really impact the traffic trying to get on to Victoria Rd. The other issue is that there are only 74 parking spaces proposed (for perspective Ashfield Bunnings has 210). This is going to make parking in the local streets nearby even worse, those local residents already often have to park a couple of blocks away, and this will only get worse.

This area already has severe congestion. With the addition of trucks coming and going and more cars continually turning into and out of Parson’s Street it can only turn into a bottleneck with traffic backed up to Darling Street and Victoria Road.
This is the main gateway to and from the Balmain Peninsula. Don’t let this happen!

Please don't add further to the congestion and pollution in this part of the peninsula. It's already bad enough with the White bay cruise ship terminal and all the rubbish from the bunker fuel the ships use being spread everywhere. The area is already a bottleneck at peak hour times, and very busy during other times of the day. A Bunnings warehouse will only add to this traffic and congestion. Our local community doesn't want, or need, this development.

I live on Parsons Street Rozelle and vehemently object to this re-submission.
Not only does there still exist the traffic Issues causing bottle necks in the Roberts St / Mulles St intersection, but there will be delivery trucks driving in from Crescent St, down Parsons St outside of operating hours. For the immediate local residents, these so called “hours of operation” are likely to go on 24 hours / day.
AGAIN, There is not enough parking in the area, and with the limited parking on the Bunnings submission this is going to AGAIN impact our area significantly.
There’s a massive Bunnings at Ashfield, only 10 minutes drive away. Why do we need one in Balmain / Rozelle?
It’s all going to be an eyesore. A big, green monstrosity that will not fit in with the local area.

I strongly oppose this polluting eyesore planned for one of the main gateways into heritage Balmain and Rozelle.

The plan was to make the precinct a tech hub which is such a savvy innovative plan How could Council even consider a Bunnings in this location.

The traffic is appalling at the moment coming from Anzac Bridge and turning right at the White Bay lights.

If a Bunnings is built here it will bring Victoria Road to a standstill, not only with cars but with the endless supply chain of trucks day and night.

I oppose this at every level.

I object to this development on all the previously mentioned issues - traffic, congestion, parking. Why are they suggesting parking for only 73cars, does this include staff cars and why are they not suggesting underground parking? However I also feel this develipmdng is out of keeping with the small commercial sites sitting side by side with residential properties. Rozelle community is already about to deal with untold inconvenience from WestConnex & associated stacks and eventually the development of The Bays Precinct which includes White Bay Powerhouse and adjacent lands.
Let’s hope common sense prevails.

I live just up the hill from the proposed Bunnings. But you don't have to live nearby to know what it would do to all of us in Rozelle and Balmain to have one of the main entrances to the peninsula clogged with more domestic and commercial traffic. This is not an area that can sustain extra traffic without infrastructure changes; and it is not an area that will benefit from a box store. The area is a bit of an eyesore and a Bunnings isn't going to help with that.

But my principal objection is the traffic in an already gridlocked area.

I strongly object to this development. As mentioned by others, the White Bay intersection is already a nightmare. You only need to look at the traffic entering and exiting the Ashfield store (which has it’s own traffic lights) to know that Robert Street, Mullens Street, Crescent and Parson Streets will not cope with this over development. Aside from major traffic congestion, parking in nearby streets is already tight. Inner West Council, you will need to totally overhaul the infrastructure surrounding this development before you could even consider approving (at the expense of the owner of the site, not the rate payers). Please protect the residents of Balmain/Rozelle and reject this inappropriate development. Thank you.

I live in Batty Street, Rozelle, approximately 500 metres from the proposed development and I am strongly opposed to it for the following reasons:

1. The Bunnings design, proposed hours and location are hugely inconsistent with the area's typical planning and predominantly residential composition. I know of no other business in the area permitted to operate with similar hours, seven days a week and including public holidays. Considering the size of the proposed development, the likely volume of trade and related vehicle movements, comprising deliveries, employees and customers, the impact on surrounding residents and business operators will be massive. Very few customers, excepting local residents purchasing small items, will walk to and from the site. Almost all access will be by motor vehicle.

2. It will massively aggravate existing traffic delays on Robert Street, Moore Street, Victoria Rd, City and the City West Link. It is directly on the main entry point to the Balmain peninsula. This is already a huge issue for the area with times from Balmain to the CBD (typically a 5 minute run) taking up to 40 mins during peak hour times. One example of the kind of impact it will have can be found at the Bunnings site at Ashfield where traffic lights are necessary to allow ingress and egress, just to the retail site.

3. This part of Rozelle is zoned light Commercial and typically houses small office spaces, storage warehouses and fitness facilities. The proposal is entirely inconsistent with existing streetscapes and environments. One example of a sound commercial development that works and is consistent with local conditions is the City West development on Parsons Street. This is the kind of low impact commercial activity we should be encouraging for the site.

4. With proposed early and late trading hours, residents will be exposed to heavy truck movements along Parsons Street and surrounding streets from 06.00 (if not earlier) to 22.00 on weekdays. Parking on the proposed site is woefully inadequate, given the number of employees and the volume of trade likely to occur. Why is the vehicle access on Parsons Street? Why is it not placed on Robert Street, where there are no nearby residents?

5. The store will attract tradespeople and customers, almost all by motor vehicle, from 0600 to 22.00 hrs on weekdays and 06.00 to 19.00 on weekends and public holidays. The resultant noise, pollution and congestion will be horrendous.

6. The impact on residents in Parsons Street and surrounding streets is huge and will be felt from before 06.00 to 22.00 five days a week and 06.00 to 19.00, weekends and public holidays. There is no respite from the seven day a week impact on residents. Staff arrivals and departures and deliveries will inevitably occur before and after the permitted hours, aggravating the impact further.

7. Parking in Parsons Street and surrounding streets is currently a nightmare for residents and visitors. Given the proximity to public transport to the CBD, many motorists drive to the area, park in unrestricted zones and travel by public transport to the CBD. Add parking by Bunnings customers and staff to the mix and the parking and related traffic issues will be at crisis point.

8. I am not opposed to a redevelopment of the existing site, formerly occupied by Manettas. However, this proposal is entirely unsuitable for the area and will have a massive negative impact on residents and business operators in the surrounding area, with a 'ripple' effect into Rozelle and Balmain. Once again, I would cite the City West development as a good example of appropriate commercial development for this area .Adjacent to the sight for which the Bunnings proposal relates there is a large storage facility. This has been functioning effectively for some years with a minimal impact on residents, despite its size, it is a low impact business and its hours of operation are reasonable. Surely we can do better than the Bunnings proposal?

I strongly oppose this development.

Traffic along Mullens Street leading to Robert Street and Victoria Road is already heavy in the mornings. At times it is impossible to turn into Mullens Street, which is already a "rat run" for motorists seeking to avoid congestion on Victoria Rd, as well as local traffic from the peninsula. One car in the clearway along Mullens Street can result in a 30-40 minute delay getting onto Victoria Rd. The traffic assessment provided by Bunnings is woefully inadequate (ref para 3.3)- studies were conducted on ONE weekday (AM and PM) and ONE Saturday morning. Vehicles attempting to enter and leave the proposed Bunnings carpark will only add to this congestion.

Additionally, Bunnings claim that the Kent Town, SA site is comparable to what is proposed in Rozelle. Whilst the size and layout of the store may be similar, the dynamics of population and traffic are not comparable, even based solely upon population and car usage in the areas.

By all means develop the land. But not at the expense of the quality of life for residents. You can do so much better than this.

I object to the application in the absence of a broader plan to address traffic flow, parking and the broader commercial / retail and residential landscape of the area.

In its current form, there can be no other conclusion than this will worsen the traffic problems in the area, which are already chronic at peak times even when using public transport. The traffic studies seem very inadequate to address this concern given they were conducted on only two days, and only one weekday.

More importantly I would love to see the area planned and developed well, with thought to the mix of businesses in the area, the traffic, transport, the cruise terminal, the future of White Bay & the power station (and the influx of people associated with this), and most importantly the existing residents and their ability to enjoy the lifestyle for which they paid so much land tax / stamp duty / rent for. Approving a high volume destination retailer (whose business necessarily depends upon increased car-traffic) without this broader plan in context will cause unnecessary stress and frustration and miss an opportunity to do things right the first time.

This is madness for the peninsula. We already have ridiculous congestion heading in and out of Balmina and Rozelle. This will make it so much worse again - the infrastracture simply can’t cope. I also question the cultural fit of Bunnings with the high streets of Balmain and Rozelle. I find most of what I need for my hardware needs is already available to me locally and if not then I take a deep breath and head to Bunnings elsewhere - they don’t need to come to us when we can already fairly easily get to them if that was the preference.

I oppose the Bunnings project in Rozelle. As it stands it takes me 15 minutes to drive from my house in Beattie St to either The Crescent or Anzac Bridge. I could literally walk faster. ANY development at the mouth of one of only two entrance/exits to Balmain makes no sense. It's simply not the right site for it given lack of public transport infrastructure to the area, the natural bottle-neck of peninsular living, and the bursting-at-the-seams peak hour traffic that currently exists. I oppose this site because I think it will negatively impact local amenity.

I am a local resident, of Beattie Street. Access to the Balmain peninsular via Roberts St is already very congested on all mornings weekday and weekend, and most evenings in the week. Traffic is constant and heavy and will not cope with the additional commercial and retail traffic to such a large store in this location. It is not appropriate and not needed, will result in gridlocked traffic at the major access / exits (and one of only 3 real access points) for the entire Balmain peninsula, will reduce amenity and enjoyment for all local residents and visitors. It will throttle public transport (bus) access to and from Balmain. Should this be granted, and then commercial boats allowed to dock and disembark passengers at White Bay then it will be impossible to move into and out of the Balmain peninsular. Please do the right thing and reject this proposal.

Why would you add more traffic to a bottleneck? Try getting onto Victoria Road in peak hour, then imagine the extra traffic emanating from Bunnings, much of it in the form of trucks.

There are only four exit points from the Balmain peninsula.

I am a resident of the Balmain peninsula and strongly oppose this application, purely on the grounds of the extra traffic congestion which must result.

All of the submissions that oppose the application on traffic generation grounds are based on the current situation with the Victoria Road intersection being a choke point. When Westconnex is completed the traffic on Victoria Road Eastward and Westward will be dramatically reduced and exiting the peninsula will be eased. This does not seem to be taken into account in the objections and oddly the traffic report included with the DA does not seem to make this point.
Council should ask the applicant to remodel the data based on what will be the projected flows on Victoria Road. This may allay many of the objections.

The intersections of Victoria Rd, Roberts and Parsons St are already heavily congested with resident and trade traffic into and out of the Peninsula at almost any time of the day. Local residents are heavily impacted with traffic diverting through smaller local streets (Evans St, Crescent St) to exit the area, and parking is limited in the surrounds for all parties. Significant parking and traffic flow planning is needed to ensure a big box retail format does not have a significant negative impact on safe egress for local residents and business owners alike.

I object to this development on the proposed site, as being most unsuitable on the grounds of the already bottlenecked traffic entering and leaving the Balmain peninsular only to become unbearable if this development were to proceed. For those who say this development should be approved on the grounds of the limited hardware sites presently in Balmain, I disagree. There are plenty of locations which are already built on the peninsula, which are supremely suitable for such a retail space. This location is not suitable and I suggest that those who want the development to proceed, have one eye on their own vested interests for potential income earned from building this proposed development.

No resident in the actual peninsula area would support a Bunnings in this location. The traffic congestion is already horrendous on that bend approaching/coming from Victoria Road, as is the availability of street parking.

So on that basis, if no resident would support the application - who is this actually benefiting? The answer is the land owner and residents of other neighbouring suburbs (i.e. Drummoyne etc.)

In addition, there is already a large format Bunnings store in Ashfield - we regularly visit this Bunnings location which is no more than a 10 minute drive. Bunnings isn't your local cafe to buy your morning coffee - I think most residents get by absolutely fine with the existing Bunnings locations.

I vehemently oppose this resubmitted development application, again, on the basis of the horrendous traffic congestion, parking chaos and loss of amenity it will cause. Not only will all Balmain West residents like myself be severely effected, but all those thousands of cars for whom Mullens and Roberts Streets are essential entry and exit points to the Balmain Peninsula.

It is amazing there have not been more accidents in the Roberts street 'two to one lane' merge from Victoria Road. Traffic at peak time is terrible, and the only other entry point with the loss of a turn into Evans Street is Darling Street.

I am sorry to hear that the Hardware Store is to go for more housing but am not surprised. Of course it would be good to have something of that size somewhere around here, but the proposed Bunnings is not the answer.

I agree with those other objectors who have mentioned the trucks, both in the demolition phase and when the store would be operational, which will be a great loss of amenity to all of us living in the locality.

I would love to see the site redeveloped in some way, but a Bunnings Store is not the answer.
