I believe this is a totally inappropriate building for this site in this suburb. This is a residential and not a commercial area and therefore this would not fit in with the current character of the suburb.
Also a warehouse would likely be more. Than 2 stories and again out of character for the area.
It is also situated on a residential street which is does not have the infrastructure to support the traffic associated with a commercial business.

It looks like this is an erroneous entry. If you search the DA number on the Parramatta Council website it refers to 10 Grand Avenue Rosehill, rather than Westmead, (the number, wording and Capital Investment figure are identical).
