I wish to object to this application on the grounds that it breaches the Height Limit for the site and a proposed 10% breach (additional 370m2) for Floor Space Ratio in accordance to the Marrickville LEP 2011. With 47 units and 4 shops consideration must be made considering parking and traffic congestion at this site. There are only 39 car parking spaces and it is important to consider that there is No on street parking at or anywhere near this site. Traffic congestion is high with the proximity to shopping and the parking area opposite Banana Joes on Illawarra Rd. and the constant streams of traffic along Illawarra Rd
The Developer argues that "Compliance is unreasonable" however when residents submit a Development Application all requirements are strictly adhered so the same rules should apply to all developments.

I oppose the application on the basis that the traffic in that area will become worse. What's conveniently not mentioned in the Traffic report is the width of the Illawarra Road. It is only slightly wider (~2-3 mts) than Illawarra Ln or Marrickville Ln. The traffic in that section (outside Banana Joes) is very bad. The suggestion made in Point 3.3 that there is relatively low traffic flows in Illawarra Road is totally incorrect. That section of Illawarra Road and the Illawarra Rd/Marrickville Rd intersection is busy most of the times. With the new apartment units, the traffic will only worsen. With no Visitor parking, where would they park their cars. Where would the trades-people park their vehicles? With 47 units and 39 total parking places, where would the rest park.
The compliance rules should apply to all developments. There cannot be separate rules for houses and apartments.

Council: Point 3.3 suggests that there is relatively low traffic flow in Illawarra Road. I find this an outright deceitful and fraudulent claim on behalf of the developer as any resident or visitor travelling either north or south along this road would agree that traffic slows to less than a walking pace for much of the day, 7 days a week with a number of State Buses also using this route to access Marrickville Station and at least six pedestrian crossings (both traffic lighted and un-traffic lighted) along Illawarra Road between Marrickville Road in the north Greenbank Street to the south.

I certainly believe the site should and could be developed appropriately but far more attention to how this will impact residents/business/public transport and community access needs to be included.

This building is an eyesore and I am very supportive of changes that could improve the building, provide housing, and not need to destroy anything of cultural value.

Obliviously some traffic issues to work through but an advanced green light on Illawarra road would likely help A LOT and why not take over the council carpark next door and mandate a lot more parking is built in exchange (if parking is the issue people are concerned about).

I am hoping the building will be well designed and environmentally friendly.

While the building is certainly of little heritage value it does speak to ongoing changes in Marrickville.
Parking is definitely an issue
Additional traffic is also a major issue
The height of the building will cast major shadows along Illawarra rd
For local residents this could be the 5th major development in a 500 metre radius.
The mix of size of apartments also does not encourage owner occupiers with families.
Council please consider the community that currently exists, and the services (or lack there of) to them before allowing any additional development.

I object to this development. The DA does not meet several of the key controls being:

The maximum height exceeds the 20m building height limit by 3.95 m.

The breach of the Floor Space Ratio of 10%

The upper level setbacks are non compliant for part of Levels 3 to 5

Rear level setbacks area non compliant in respect of the ground and first floor. The proposal provides setback at ground floor of 1m fronting Illawarra Lane and 2m towards the corner of Illawarra Lane and Marrickville Lane whereas the requirement is 6m setback from Illawarra Lane .

The building depth is non compliant - The building depth varies between 15m to 23m whereas the building depth should be 19m.

Roof top massing - The control is no dwelling top 3 metres whereas the dwellings are proposed to the top (20m), along with a roof top terrace.

Non compliant in the mix of apartments - non compliance for one and three bedroom apartments.

The justification for the non compliance (according to the Written request for exception to a Development Standard is that compliance would result in a lessening of communal space for the residents. This is simply not a valid reaon. The non compliance is for the benefit purely of the developers. The developers state that there is public benefit and that it is in the public interest in allowing the proposed development - again no, the benefit is for the developers.

While there has been DA's approved for 5 to 6 stories along Illarwarra Rd, the height is not in keeping with this end and certainly not in line with the height of buildings that can be seen on Marrickville Road. The development area is surrounded by two storey retail developments and low density residential developments.

I also do not agree with the traffic report or the number of parking spaces. I live locally and can advise from almost daily personal experience that traffic is horrendous. I would also like to note that according to both the 2011 and 2016 Census reports, Marrickville residents own 1.2 motor vehicles per dwelling. This clearly shows that despite the two train stations and a number of buses that service this area, there is still strong reliance on cars. The number of parking spaces is inadequate - where do visitors park? I would also urge that Council take a culmative few on the increasing number of multi story DA's being received.

Please reject this application and take into account the residents that already live here and abide by the council requirements.

Sorry - in addition to the above, I would just like to note that according to the Local Traffic Committee Meeting of 6 April 2017, Illawarra Road was not compliant with the Maximum Peak Volume (ADT)and exceeded this by 12%.
