Developers do not technically "break" the law; rather, they utilize the Housing State Environmental Planning Policy (Housing SEPP) to circumvent local Waverley Council planning controls. State Environmental Planning Policies (SEPPs) override local council rules when they conflict. sorry CM Council will have nothing to do with this.
