I note the proposal to create a Manufactured Housing Estate, comprising 159 dwelling sites and ancillary communal facilities and services, at 170 North Boambee Road. It is difficult to understand the rationale for this site selection, adjacent to the Coffs Harbour Bypass, for the following reasons:
a. Proposed residences will be subject to a very high road noise environment. This is detailed in the Coffs Harbour Bypass Amendment Report (Vol 2B, Appendix B, sub-appendix G-1) for the associated Noise Contour Area (NCA08). The report states that noise levels "... will exceed Noise Criteria Guidelines (NCG) even after low noise pavement and noise barriers are installed". Note that are no planned noise barriers for the western side of the bypass.
b. The area and the North Boambee Road are prone to flooding. This may change when the impact of the bypass is known.
