While there's no detail provided about the nature and extent of the approved "addition and alteration" (note the lack of plurality), could the Private Certifier who as already approved of the development perhaps consider possible impacts that it will have on the current management of stormwater run-off, including that from the roof of the buildings, at the property.

Roofwater from the main dwelling is currently directed to a >40 year old rubble-drain, that was always ineffective in a clay substrate, and roofwater from the secondary dwelling on site currently discharges onto the ground.

The current consequence of this ineffective stormwater management is significant volumes of wet weather overflow to the adjoining properties in Caroline Chisholm Drive, and as that will be exacerbated by the approved "addition and alteration", it should be addressed by the Certifier, hopefully with some "encouragement" by the City of Parramatta Council.

Private Certifiers are a law unto themselves; the local member of parliament is equally ineffective. The impact these developments have on neighbours and local residents is never taken into consideration. Lip service is the order of the day. I have witnessed these situations first hand. In relation to storm water discharge from additional structures, common sense dictates that a storm water retention pit is a basic requirement in this day and age. Natural absorption cannot cope when a property is over developed. This is even more profound when there is historical evidence that existing infrastructure cannot cope.

A pit with 100mm discharge carried in a easement from the higher property to the lower street seems obvious but the developer is usually not interested in doing the 'right' thing; merely the cheapest option. As a result neighbours suffer. Even a pump out system should be a consideration in this particular case.

Dilapidation Reports are another useless and worthless document; residents are forced to engage private solicitors to achieve any equitable outcome. Building Services another mouthful of gums - no teeth.

Governments of both persuasions are failing the community; local councils on overseas jaunts another rate payer nightmare. The position of Town Planner should be removed from all local councils because it is obvious who is executing planning in NSW.
