We live 200mts away from this development and received NO notification. The road in question and the entry to it off Old Northern Road will not be able to support this extra traffic. You are putting lives in danger if this application goes ahead.

At a minimum the application should include traffic lights and a right turn lane at the junction of Old Northern Rd and Telfer Rd and the realignment of the right angle bend in Telfer Rd just up from the subject property as it is a blind corner. This cost should be borne by the applicant.
I am also a resident of Telfer Road, and I agree with Paul, the road is not designed to support the extra traffic, and the corner is already dangerous with the current load. However, the council should also be aware of the broader consequences for Castle Hill when 120 extra cars are entering and exiting Telfer Road between 7am and 9am. Even if we grant that a "minimum" of a third of these cars (40) will turn right into Telfer Road, (because others may take the Dan Crescent route) this will effectively block one lane of Old Northern Road for 2 hours in the morning, causing unimaginable traffic congestion throughout the centre of Castle Hill and beyond. This is because 40 cars over 2 hours works out to one car every 3 minutes, and the waiting time to make a right hand turn between 7am-9am on a standard weekday is several minutes long and can even be as long as 5 minutes. This childcare centre proposal has the potential to create the worst traffic congestion Castle Hill has ever seen. The council should take this into consideration when accessing this application and perhaps do a traffic assessment (and pedestrian safety assessment) at the “appropriate” time of day, something that has obviously not been conducted.
I live on Telfer Rd and will be directly impacted by this development. I was not notified by any official body regarding this application, nor were my neighbours on either side. This development will negatively impact residents of Telfer Rd and its adjoining culdersacs. This development will add significant traffic to the street at its busiest time of the day. Access in and out of Telfer Rd is difficult during peak hour and already has to contend with increased traffic burden from a primary school in nearby Brisbane Rd. (Where, incidentally, there is already a large capacity childcare centre and an existing OOSC Centre) . Anyone who has tried to access Telfer Rd via Brisbane Rd will be aware of the the dangerous conditions that exist during pick up and drop off times as parents try to park and wrangle small children amongst the cars. Telfer Rd is narrower than Brisbane Rd. It is a residential street that is in no way designed to accommodate the increased traffic and parking needs of a large commercial venture. Worse, the proposed site at Telfer Rd is on a blind corner. This corner is already dangerous and has been the scene of several accidents and near misses. Adding more parked cars, traffic and pedestrians to this section of the street is an unacceptable safety risk. At best it will cause significant congestion and delays to residents, at worse there will be more accidents or God forbid, a child being hit. The residents of lower Telfer Rd, Illyarie Pl, Acer Glen, Glenwood Way and Telfer Way have no other way to access their homes and will be forced to incur the inconvenience and safety risks this development will cause every day. This proposal is dangerous and shows an appalling lack of consideration for residents.
Further to my original comment, last Thursday Sydney Water were at my property at the bottom of the hill of Telfer Road to cleer a sewer blockage. This has been an ongoing problem for the 40 years that we have lived here. The end result of that is I now have raw sewage that was forced out of the manholes by the high pressure pumps ther use all over my backyard.
To suggest that the sewerage system will be able to cope with 100 baby's nappy changes multiple times a day with wipes and who knows what going down the toilet is totally short sited and irresponsible.
P.S. Sydney Water were supposed to clean tis mess up last Thursday, dispite daily phone calls it is now Sunday and they haven't down up. It's no wonder that people have no faith in any level of government to do the right thing.
The Traffic Management Report submitted with the proposal calculates the additional Traffic generated would be ‘just over one additional vehicle every minute during the AM peak and 1-2 minutes during the PM peak’.
These figures come from average statistics for childcare centres from a NSW Guide to Transport document.
As Telfer Rd is a dead-end every vehicle would have to come through the Telfer Rd blind intersection twice in the peak hours. I believe that would mean the above figures would need to be doubled ie. An additional vehicle every 30 seconds in the AM peak. I looked at the NSW Guide and there is no mention of a dead-end factor.
I request the Council to follow up on this question.
This is a another quote from the proposal ‘Telfer Road and the surrounding road network are designed to accommodate connecting traffic volumes with observations of existing traffic circumstances indicating that the additional trips represent only a small fraction of the road's overall capacity’.
I request the Council to ask the developer for the proof. Show us the traffic volume observations of existing traffic.
We live off this street and would be impacted by this development yet we were not notified of this proposed development along with our neighbours. I understand the community need for child care services, the proposed location is fundamentally unsuitable for several key reasons relating to safety, traffic, and the character of the area. The area consists of narrow dead end streets and cul de sacs, with limited access in and out of the area. The introduction of a high-traffic facility such as a child care centre would result in a significant increase in vehicle movements during peak drop-off and pick-up times and additional truck movements for waste removal. This raises serious safety concerns for residents, especially children, pedestrians, and cyclists who currently enjoy the relative safety of a low-traffic environment.
Increased congestion in a confined street could also obstruct emergency vehicles and lead to dangerous manouvers as cars attempt to turn around or park in an already limited space. The street was never designed to accommodate the type and volume of traffic a commercial operation would bring.
I appreciate the efforts made by the councils to make the roads around the proposed child care centre safer but l fear you have done the opposite and suggest you come and have s look at two issues. The first is east of the intersection of Mercer and Dan cr. With cars parked both sides of the road it is reduced to one lane. The no parking sign is located too close to the rnd of the double line meaning that you have to no option but to cross them. My suggestion would be to move the no parking sign further away from the end of the double lines and make the other side of the road "no parking".
The second is a more recent "improvement" at the right angled bend in Telfer Rd outside 28 Telfer Rd. Here the no parking sign has been located 2mts away from the newly marked double lines effectively blocking the road completely if someone legally parks south of the sign. My suggestion would be to move the sign further down the hill past the driveway of 28 Telfer Rd.
The present situation is putting people's lives in danger.
