Remove one (1) Eucalyptus botryoides x saligna at the front of property and replace with three (3) local native trees from Council’s Preferred Tree list, of minimum 45L pot size, growing to similar dimensions at maturity, anywhere on the property, within one (1) month of removal. At the time of the initial inspection under TPO-231/2024, this mature tree presented in good health and was growing with vigour. The Visual Tree Assessment undertaken during this inspection was unable to determine an outcome on the application for removal and Council requested additional information in the form of a comprehensive Tree Health and Condition report, and a Structural Engineer's report which have since been provided under this TPO (TPO-89/2025). The tree is a prominent specimen that has high landscape significance and high retention value. It is however, on top of a collapsing boundary wall, to repair it will render the tree hazardous, presenting an unacceptable level of risk. I concur with the Conclusions in the Arborist report: "The retaining wall is significantly cracked and leaning into the site...Given the wall's poor condition, if it was to fail and the compression roots are relying on the wall to some or especially a larger degree, further movement in the root plate of the tree would be expected. This movement could result in a range of outcomes from a mild to severe increase of the lean through to complete root plate failure, either at the time that the wall collapsed or in the immediate future afterwards." I concur with the Conclusions in the Structural Engineer's Report: "It should be considered that the replacement of the Boundary Wall may cause the Tree to be unstable and fail at any time, that requires propping and shoring while doing the work. While keeping the Tree, the reconstruction of the Boundary Wall becomes impossible to maintain its original location without interfering with the Structural Root Zone (SRZ) of the Tree."
