The development includes new pedestrian laneways, a new vehicular access from Pitt Street and car parking for up to 244 vehicles. The site also has frontages to Pitt and Wilmot Streets and is commonly known as the 'Sydney Waterboard Site'. The application is Integrated Development under the NSW Heritage Act.
