123 EPSOM ROAD CHIPPING NORTON for 120 place CHILD CARE CENTRE

I OBJECT TO THE PROPOSED DEVELOPMENT APPLICATION ON THE FOLLOWING GROUNDS:

1: Liverpool Development Control Plan – According to the “Liverpool Development Control Plan 2008”

LDCP - Part 3.8, Non Residential Development in Residential Zones, in the table of contents, 2. Child Care Centres, 2.3 Site Planning, quote:

“Site Location

2. Child Care Centre shall not be permitted

- within 300m of an existing Child Care Centre (Joey’s Cottage Preschool is less than 100 metres away)

Also “YourKids Our Kids” Long Day centre in Rugby Close is less than 300 metres from the proposed site, recently granted the license to cater for 92 children 0-6

Plus other centres close by.

-On lots adjacent to a roundabout” (site is adjacent to the Gov Macquarie Drive/Epsom Rd/Abingdon St Roundabout)

2. There is no demand for extra child care placements in Chipping Norton – Joey’s Cottage does not

Have a waiting list. This signifies there is no demand for extra child are places for the age group 3-6

years.

3. Traffic Concerns:

The traffic Repost provided in the DA shows the proposed 120 place child care centre shows no increased traffic or traffic concerns to cards travelling along Epsom Road, Abingdon St and Governor Macquarie Drive

THIS REPORT IS INCONCLUSIVE

All residents and drivers who travel along Epsom Road can confirm that there is BANKED UP TRAFFIC during the morning peak hours from Childs Road to the roundabout at Governor Macquarie Drive. Also, afternoon peak has banked-up traffic, but not as much as the morning peak hour, (IT HAS BECOME EXTREMELY DIFFICULT TO EXIT MY DRIVEWAY in the mornings when possible I have to turn left up to the Childs Road roundabout and turn back )

THE PROPOSED CHILD CARE CENTRE will have 120 families and exiting the site twice a day and approximately 30 staff

Entering and exiting the site morning and afternoon/evening. (from 6:30m to 6:30pm)

Many people who live work or go to school in Chipping Norton on the Northern side of the roundabout, travel from Newbridge Road along Epsom Rd, they will be faced with double the amount of traffic they have at present.

Families, whose children attend Joey’s Cottage Preschool and cross at the roundabout on foot will also find the crossing more difficult with the increased traffic as they are walking with small children

4. ENTERING AND EXITING THE DRIVEWAY OF THE PROPOSED CHILE CARE CENTRE :

THE DA shows the driveway to the child care facility on the left hand side of the property –

This driveway is only 25 metres from the busy roundabout at Governor Macquarie Drive and there is a concrete island/median strip that divides Epsom Road directly opposite the proposed driveway and continues until the entrance of the roundabout.

This also affects traffic from turning right into the driveway from Epsom Road!

they will have to continue up to the roundabout at Childs Avenue to turn around and proceed back on Epsom Road!

The 150 cars will have difficulty exiting the driveway with already banked-up traffic on Epsom Road!

The 150 cars can only turn left onto Epsom Road, only metres from the roundabout because they will not be able to cut across the line of traffic to get into the right hand lane.

Once the cars are in the left-hand turn lane, they will need to travel approximately 600metres ovet the Louis Mountbatten Bridge before they can make a U-turn at the Daikin Factory and come back to the roundabout to proceed straight ahead, turn left or turn right

(Query: Access and Egress from driveway – cars are both incoming and exiting on one driveway – is there a turning circle in the basement to allow the cars to turnaround?)

5. NOISE LEVELS: There will be significant noise levels from a proposed Child Care facility affecting the peaceful enjoyment of residents in the immediate neighbouring properties.

This will also affect the valuation of the adjacent properties significantly!

6: BUILDING CONCERNS:

THE NEIGHBOURING PROPERTIES are concerned that the excavation for the basement car park may

significantly affect the stability of their buildings as it appears to be very close to the boundary lines.

Also the noise levels during the proposed construction.

7. FLOOD LEVELS: The proposed development is located in a flood zone, albiet a low flood zone,

However, the property along with other properties on that side of Epsom Road were issued with

Evacuation orders during the flooding in 2023 as the river behind and up from the Louis Mountbatten

Bridge was rising significantly (not known in previous flood reports) The rear of the property was affected

In the floods of 1985 as there were no buildings apart from the one house at 125 Epsom Road (Old Californian Bungalow built in the 1930s?) between Epsom Road and the river – water was over the old Bailey Bridge which only had limited access (No Governor Macquarie Drive at that time to Warwick Farm)!

8. HERITAGE PALMS MUST BE RETAINED (TOTAL 13 ON SITE)

I would respectfully request that you give reconsideration to the proposed development taking into account my concerns
