Due to flooding of our property (March 2021) I totally object to any building on 145 Old Main Rd Anna Bay.
This site has been illegally raised with building rubble and sand fill, and has no easement for the removal of stormwater (the proposed easement was deleted from a DA for the site boundary realignment for 143/145 Old Main Rd.
This site has a myriad of problems that are yet to be addressed by PSSC that are still in dispute.

I strongly object to the granting of this DA .
The ground levels of this site have been illegally raised , and by doing so have adversely affected adjoining properties with flooding issues due to stormwater run-off . (noted by the Developement Compliance Officer 10/01/2021)
The survey plan and the water management plan show an available stormwater easement through 149 Gan Gan Rd for stormwater disposal , this easement has never existed , as it was deleted as a 'minor amendment' by council engineers during the previous DA process .
The statement of environmental effects states the stormwater will be discharged to existing on site stormwater detention , this doesn't exist , as the engineers allowed a temporary atlantis cell drainage system for the driveway drain only , that is already failing .
AWGeotechnics report the site drainage as poor .
Flood certificate relies on data from 2017 , totally irrelevant now due to the raised ground levels , and extreme weather system of 2021.
The plans show the driveway gradients of between 2.2% and 11.8% falling to the rear left corner of the block , this water would basically discharge into the rear yards of 151&153 Gan Gan Rd , and 147 Old Main Rd with disastrous results .
It would be completely negligent for the council to consider this DA .

You would be aware that the submissions from the adjoining property owners regarding this proposed development have raised numerous concerns about the management and disposal of stormwater so as not to adversely affect these adjoining properties.
The amended plans definitely do not resolve any of the issues regarding this design .
The stormwater pipes are shown to utilize the easement at the side of 149 Gan Gan Rd , and as previously noted there is no pipework existing in this easement for new developments .
A quick check of previous developments clearly show the kerb invert level at the front of 149 Gan Gan Rd to be 3.38 . Given that the finished driveway level on the amended plans adjacent to the existing manhole is 3.45 , the maximum gradient on the stormwater pipes from the grated drains in the driveway to their point of discharge on Gan Gan Rd would be 7mm over a distance of 70m (.01%) .This falls well short of the 1% minimum gradient specified in the amended water management plans submitted by ALW Design , and interesting to note that they have stated that “all stormwater works within the easement to be designed and constructed by others” , thereby the water management plans submitted are incomplete and totally unusable for this site , as they do not include a discharge point that would show their design specifications are achievable .
Assuming that all the illegal fill is removed from this site to take it back to it’s original level , it will also be impossible to achieve the minimum fall for the 100mm emergency overflow pipe from the proposed atlantis cell installation, most likely maximum fall achieved would be .02%
A direct connection to the stormwater mains would be equally disastrous , as during moderate/heavy rain events in this area , the mains overflow , which would cause a surcharge back into the proposed development and adjoining properties .
As previously raised with PSSC , even the slightest failure to properly manage and dispose of the stormwater from the proposed driveway area , will result in considerable flooding to 151 and 153 Gan Gan Rd , and 147 Old Main Rd .
It would be highly negligent for PSSC to consider approving this development given the indisputable ground levels that exist , and ongoing risk of increased flooding to existing properties.

My husband and I are in total agreement with Gregory Woolard comments .
We are worried about possible flooding to our land and neighbouring properties.
The new building next door on 151 GAN GAN road water tanks are overflowing from the top because the overflow pipe seems to have no where to go.
There is not enough storm water mains infrastructure drains in Anna Bay.

As this DA is submitted to PSSC with incomplete drainage details, ie “All stormwater works within easement to be designed & constructed by others”, (as printed on the plan), I sincerely hope that this DA is not “approved with conditions”, so as a minor amendment may be added to delete use of the easement & retain all stormwater on site, as has occurred when the subdivision was approved for 143/145 Old Main Rd. This would be extremely detrimental for 141, 143 & 147 Old Main Rd and others should this occur, without an emergency overflow to direct excess stormwater off-site.
The inherent problems of on-site drainage on this block were clearly described and explained to the 5 PSSC members that attended the site regarding this matter previously. This site, 145 Old Main Rd, has already been illegally filled, which has artificially raised the ground levels when compared to existing ground levels on adjoining blocks (over 500mm above existing ground levels I43 and 141 Old Main Rd)
The proposed revised house plans show the floor slab being raised another 400mm above the original plans, requiring even more ‘fill’ to be brought on to the site
Topographical maps clearly show that any stormwater system that relies on discharge to Gan Gan Rd is simply unachievable.
The levels used for the driveway gradient appear to be incorrect, in regards to the existing manhole.
This DA should not be approved without a clear and accurate drainage system, that ensures adjoining existing owners will not be adversely affected.
