I strongly oppose this application.
There is not enough parking on Applebee or the surrounding streets for the people who live and work here already. This business will create chaos. Already last weekend they held a function and there were cars parked ON THE FOOTPATH. Blocking it completely and forcing pedestrians onto the road. I can only imagine 7 days a week of this will be a nightmare. 4 car spaces are not enough to cater for the staff, let alone the customers. This is not a suitable venue for this type of business. No other business operates 7 days on this street. The street has been overdeveloped and the current residents given zero consideration by IWC.
As this venue is aimed at small children and their parents, there is very little chance Public Transport will be used. Applebee St is a narrow one way street with way too many apartment blocks built over the last 5 years. Not all of them have allocated parking. Cars speed up the street and cut through from the highway via Short St to May St constantly. While I am concerned about parking and a general increase in traffic, I also believe this is a dangerous location for people with small children to access.

This DA is of concern, as it will reduce residential amenity significantly. I strongly object to this proposal.
As noted above, parking is a major concern, as is pedestrian safety. Given that food preparation is involved, there will be odours.
I note that this application is for a "recreation facility (indoor)" with the intention to entertain children so it may not conform the legal definition:
"Recreation facility (indoor)" means a building or place used predominantly for indoor recreation, whether or not operated for the purposes of gain, including a squash court, indoor swimming pool, gymnasium, table tennis centre, health studio, bowling alley, ice rink or any other building or place of a like character used for indoor recreation, but does not include an entertainment facility, a recreation facility (major) or a registered club."
It seems that a "Recreation facility (indoor)" is meant to have a sport or exercise focus rather than to operate as a party venue.
A note to neighbours - council is more likely to listen to your concerns if you look at the Statement of Environmental Effects submitted by the applicant. This will also help you to identify areas of concern.
