There are public documents there, but in typical WCC style they're fiddly to find. Click on the Read More Information button above. That will take you to the WCC site. Click on "Development Applications on Exhibition". In the search field enter the DA code, in this case DA-2023/180.
There will be a page with no documents available. HOWEVER if you click on the blue "View" button in the top right of the page, that will cause a slightly different page to load, with a bar down the left hand side. In that bar you will see "Attachments", of which there are 22, and you can download them.
