I object to the proposed upgrade.

Radiofrequency radiation (RF radiation) is classified as a possible human carcinogen. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7405337/

The area immediately around the site is residential, with further residential development approved e g 250-260 Albert Street. The proposed upgrade would be LESS THAN 30 metres from a large apartment building and on top of a maternity hospital. People would be exposed to radiation from the proposed upgrade in their homes.

The proposed upgrade would increase Electromagnetic Emissions (EMEs) by MORE THAN 20%.

Compliance with required levels of EMEs from the existing site is UNKNOWN. Some equipment is ‘unable to be identified’. The compliance certificate is LIMITED. This needs to be addressed before any new equipment is considered. https://www.rfnsa.com.au/3002017/detail

The proposed upgrade would also reduce property values by creating an eyesore for surrounding mid-rise and high-rise buildings.

Please reject this planning application.

I support the responsible authority proceeding to issue a permit for the work. I find no planning grounds to sustain a proper objection to the proposal.

I note that a use of the site for mobile base station is established and that the proposal is an unremarkable one. The growth of population and increased use of mobile devices in the community makes necessary maintaining network reliability and consumer choice.

An objector has raised that it would "reduce property values" this is not a relevant ground under the City of Melbourne Planning Scheme or in law.

Furthermore the subject site is located on a declared road and no remarkable amenity impacts can be found.
