Dear Sir,
I wish to object to the above development application for the following reasons.
Overshadowing
The proposed 9 level development on 15-23 Innesdale will block all sunlight to my property in the early morning, by which point the shadow from my house is on my backyard. The over shadowing will kill my plants and trees.
Privacy and Noise
The western facade of the proposed building is a mere 6 meters from my side boundary. This facade of the building contains many windows and 12 balconies and a bbq area that will allow future residents to look straight into my 246 sq metre property taking away all privacy. There would also be a large noise impact on my home from people entertaining on their balconies and in the bbq area.
Also the 12 apartment suites that will be facing my property all have 1 and/or 2 balconies. These balconies will house the standalone mechanical fans which generate excess noise. At any one point in time there could be up to 12 of these systems running (especially in summer and winter), the noise from these mechanical systems will flow into my property which will have a massive impact on my quality of living and have an impact on my mental health.
Basement Parking
The proposed exit to the carpark is outside my bedroom windows, the noise from 89 cars leaving the site will impact me from early morning till late at night.
Planting
The proposed planting ‘deep soil areas’ are on the eastern and western boundaries. Whilst the proposal takes into account the proposed development on 25-37 Innesdale and plants midway between the buildings, on the western boundary large trees are proposed to be planted less than 2 meters from my house! The canopy extent as shown encroaches halfway across my house. Whilst this may prevent some level of overlooking, it will directly impact my house caused by branches rubbing on the side of my house and taller branches reaching over the top. Leaf fall and other tree debris will constantly fall onto my house blocking gutters.
Above I stated that the only solar access to my backyard would be early morning. The proposed planting will block that, meaning that in the future there will be no solar access in my backyard.
My sewerage line and water pipes are just inside my eastern boundary, no more than 1meters from the base of the trees. Whilst not conversant with how invasive the tree roots will be, they will certainly surround my sewerage and water pipes
Garbage
The proposal states that garbage collection will happen within the site with the vehicle entering and leaving in a forwards direction. It refers to a typical garbage truck being 3.63 m high with a loading clearance of 3.9 meters. As the carpark has clearance of 2.35m it will not be able to do it's job so the garbage will be hauled out onto the street for collection. The smell from the large garbage containers will impact my home and other residents whenever the bins are put out on the pavement, if placed on the street this would result in loss of valuable parking space. The debris from the bins will be left behind after collection, as happens around other large apartment complexes. This will greatly impact the amenity of the street. Typically bins for apartment buildings are emptied between 5am and 6:30am the noise disturbing all residents in the area. The proposal also states that collection will be once a week, but typically unit blocks in the Wolli Creek area have garbage collected twice per week.
Street Parking
Currently there are resident only parking restriction on Innesdale Road. My property does not have any off street parking, so access to street parking for me is very important. Typically parking provided in large apartment complexes is inadequate with many residents and visitors choosing, or being forced, to park on the street. Will resident only parking restrictions continue? If so, will parking permits be available to unit dwellers? How many parking permits will be issued? Is it equivalent to available street parking spaces. Whilst parking issues have been less in the area whilst travel has been restricted, with the gradual opening up of the airport we are now, once again, experiencing the impact of overflow from the airport with Uber drivers choosing to congregate from 5am- 11pm in the street while waiting for flights to arrive, also private vehicles waiting for arrivals instead of paying parking fees at the airport.
Traffic issues
Currently there are regular traffic jams and congestion in Gertrude Street, Levey Street, Innesdale Road and Roberts Lane. I have personally been stuck on Marsh Street on more than one occasion either coming from the airport or out of the M5 tunnel and have been unable to enter Innesdale Road due to traffic congestion. The congestion will increases with each new development. Grid lock is never far away, the streets are not designed to handle the current level of traffic. The construction of the three blocks currently being considered will only make this worse.
Amount of building work at once in the street
As much I think it would be great to get it over and done with and hopefully it will not be longer than 2 years. Having lived through the previous developments in Innesdale Road I am well aware of the pollution from dust and the constant noise from early morning till late afternoon. On previous developments the whole street encountered a black dust film over everything, this dust would be on our inside surfaces, over our cars and it was pointless hanging our washing out to dry. We also had to deal with extra rubbish from the people working on site eg disposable coffee cups, bottles, cans and lunch wrapping on the road and on the grass verges.I cannot imagine the impact three construction sites will have. Are council planning on keeping our street clean by monitoring this?
With so many older buildings being demolished, I am also concerned that there will be contamination of the air by asbestos or other hazardous materials. Plus the level of dust in the air will have an adverse effect on people's ability to breathe, especially for anyone with an underlying lung condition.
The proposed 9 level building is too large for the site
The inclusion of extra floor space as an offset for affordable housing only exacerbates the issues. From research, affordable housing should be within 800m walking distance of rail transport or 400m of a fully serviced bus stop. The site is over 800 meters from the entrance to Wolli Creek station and so should not be considered suitable. Whilst it is just within the 400m from the nearest bus stop, the stop is not serviced fully within the required hours. This would leave people unable to leave the area early or stranded in the early evening, unable to return home without a long walk. The situation is worse on weekends.

Building Damage
The digging and any piering will cause disturbance to mine and others existing building foundations. A full survey of all existing buildings with any damage being rectified as soon as possible and measures taken to prevent further damage.
Acoustic Report
The report has been carried out during covid restrictions, when there were considerably less cars on the road, due to people working at home and limited noise from the international airport.

Re Easement section
Why is there mention of Arncliffe Street? This is a DA for Innesdale Road. Very confused.
I ask that Council take these concerns into consideration when determining this da.
