The Cheltenham Structure Plan adopted by the council after extensive consultation with the community identifies the importance of pedestrian orientated retail in the main Charman Rd strip. Reduced parking on a 10 storey building on Station Rd is going to significantly impact this outcome. The highlight for parking availability post lockdown has been as clear as it was in 2019.

It was also marked that "setback building heights above the street wall should be framed to ensure solar access to the south side of Station Road (footpath at the equinox)".

Further, "future open space (Cheltenham Central Plaza) to be visually and physically connected from Stanley Avenue at the street level."
"Consolidate vehicle access, loading and services and avoid prominent loading from principle commercial streets and pedestrian priority zone".
