Is this a General Boarding House, or an Assisted Boarding House?

This Development is for the Hill Adventist College and Adventist Church next door to provide boarding, they own this vacant lot. The existing parking does not support Church services being conducted on Sundays at the Adventist college, with many churchgoers parking in the private parking spaces at 105 Cecil Avenue (previously eye doctor surgery) or utilising the other vacant blocks, which are planned for high rise residential. the proposed 28 spaces is not enough to support visitors to and from the college on weekends and weeknights, the street parking is needed for the restaurants and other businesses.

I would like to see more parking spaces planned for the adventist college complex and promotion of public transport options. Use of a different facility for church services should also be considered in light of this Cecil Ave development as the Hills Adventist College grows.

Further to comment already made, I have reviewed documentation attached to the DA covering this Application.

As part of the application process, a company provided the Applicant with an assessment of the traffic and parking implications of a development proposing (and I quote) "a 71 unit student accommodation including a manager’s residence under the SEPP (Affordable Rental Housing of 2009).
Twenty Eight (28) parking spaces including 2 disabled, and a mangers car space are proposed.”
The assessment further states “….. that the proposal is for student accommodation primarily to cater for students attending a new medical training facility that is currently being constructed in a previous medical centre in Terminus Street, and typically, a considerable number of students that would utilise this type of accommodation will not have a vehicle. In addition, the subject site is located within walking distance of the Castle Hill town centre with access to regular bus services.......end quote.

I know this area well having lived in Castle Hill since 1985.The very big Council owned carpark could be put to better use than it is at present being single level-They certainly have the money to make it multi level as well as getting on with the plans for development of the old day surgery.
