Put your seating immediately next to your premise like other hotels. Do not take up and obstruct common passageway. I realise it is restrictive with limited scope with entrances and firedoors etc, but your commercial desires should not overtake the public's right for unfettered thoroughfare.
If that desire fails, ensure they do not inhibit desires of public organisations to use that space for carnivals, marches etc is Council has right to ask that space be vacated on a needs basis eg marches
