Where are the documents online to view this boarding house proposal? Has this already been approved?

This is the same developer who was permitted to build a boarding house at 4 Prospect street Carlton 2218, only to break all the boarding house rules, including listing rooms on airbnb and booking.com on a nightly basis.

Why is there only car parking mentioned for 3 vehicles?
