I am most concerned at the proposal of a childcare facility situated on the corner of Wilpena St and Shepherd’s Hill Road Eden Hills.

I am a long-term resident of Eden Hills and regularly use Wilpena Street.

I strongly oppose the application on the following basis :

1. I understand that the current proposal is for a facility with 137 children, 17 staff and only 20 carparks. Accordingly that leaves only 3 carparks for use of the parents. That is insufficient.

2. There are only 3 roads in that area of Eden Hills which enter/exit onto Shepherd’s Hill Road. Each of the roads is narrow and limited space for passing if a car is parked.

3.Wilpena St is already limited to parking on one side only. It will place unnecessary pressure on limited car-parking.

4.That section of Wilpena St, is already congested in the morning and afternoons by parents parking to drop off/collect children from Blackwood Primary School and Blackwood High School.

5.Wilpena Street is a major access for parents taking pupils to Eden Hills Primary School which is located at 78 Wilpena St, Eden Hills. Accordingly, a child care facility would add additional traffic to what is already a busy section of road.

6.There is a temporary bus route which travels along Wilpena St, which is utilised when the train service is disrupted. Placing additional traffic on the street is dangerous for the times when the bus service is in use.

7. Parking is limited to one side due to FIRE DANGER. It allows sufficient space for fire truck and emergency services. Adding a child care facility with additional parking needs exposes both the children in the facility and the people in the local community who need to use the road to exit in time of fire to unnecessary risk.

8.With the upgrade to Wittunga Botanical Gardens, the parking on Wilpena St has become more congested.

Accordingly, there is no advantage to the local community by having a childcare facility.

There is detriment to the local community. It places additional danger on the community in terms of accessibility and FIRE DANGER.

This is already a serious problem on Parham Road/Wilpena St. Cars are consistently parked on both sides of the road causing traffic jams and hazards with traffic travelling through.

3.Wilpena St already has restricted parking on one side only. A new Centre will place unnecessary pressure on limited car-parking.

4.That section of Wilpena Street is already significantly congested in the mornings and afternoons, 5 days a week by parents parking to drop off/collect children from nearby Blackwood Primary School and Blackwood Secondary School.
On school days Shepherds Hill Rd is an accident waiting to happen!

I am a long-term resident of Eden Hills and use Wilpena Street every day. The specific corner for entry into Wilpena Street has become very congested with increased traffic on Shepherds Hill Road as it serves two schools and Wittunga Botanical Gardens at that very juncture.

It also has the effect of cars queueing in the centre of Shepherds Hill road to make the the right hand turn into the Gardens from Shepherds Hill Road which prevents right turn exit from Wilpena Street at the very point of the proposed development. School children cross here and the corner is already so busy and dangerous, without adding more traffic into the mix.

There is no advantage to the local community by having a childcare facility in that location. There is already one just metres further along the road, between Eden Hills and Blackwood.

There is detriment to the local community. It places additional danger on the community in terms of accessibility and FIRE DANGER.

I have now had the opportunity to peruse the planning report and I can see that the numbers (children/staff/carparks) are different from what I was originally advised.
I now understand the facility is for 108 pre-school aged children from 6.30am - 6.30 pm
17 staff
27 car place (which includes 1 disabled space)

Notwithstanding, the slight error it does not change my views on the matter and I still oppose it.

1. Wilpena Street is a main conduit for traffic entering a significant number of streets in the surrounding area, and as such it is already a busy residential thoroughfare, especially during morning and evening peak hours.
2. The traffic flow and parking along the entrance to Wilpena Street increases on week days at school drop-off and pick-up times due to the presence of Blackwood Primary school and Blackwood High school in the near vicinity. Limited parking on the school grounds and no-parking zones on Shepherds Hill Road, have led to parents parking on Wilpena Street to drop-off or meet children, already creating congestion at these times.
3. Wilpena Street is also the primary access route for families accessing the Eden Hills Primary school during drop-off and pick-up times.
4. Wilpena Street is the primary access route to the Eden Hills Railway Station, adding to peak-hour traffic congestion as commuters access the station.
5. Whenever there is a hold-up of train-transport along the Belair line, buses use Wilpena Street to pick up and drop off commuters at the railway station, further adding to traffic congestion.
6. Since the opening of the adventure playground at Wittunga Gardens opposite the proposed development, Wilpena Street has become an overflow parking area for families visiting the park. The resulting traffic congestion occurs mainly on weekends and after school hours, but especially during school holiday periods when the childcare centre would still be fully functional.
7. Wilpena Street is a primary route for emergency vehicles--and firetrucks in particular--to access many streets that run alongside gullies and areas of bushland throughout Eden Hills. Further traffic congestion would potentially impede the access of these vehicles.
8. Due to the need to keep the Wilpena Street access flowing smoothly for emergency vehicles and buses, parking is prohibited along one side of the road. However, even when cars are parked only along one side of the road, traffic becomes congested as cars coming from opposite directions cannot overtake each other past parked vehicles. It's anticipated that the increased traffic congestion and temporary street parking that is likely to result from the proposed development, would hamper the free flow of traffic through the area, especially at school drop-off and pick-up times.

We entirely agree with the comments made above by our Wilpena St, Eden Hills neighbours and oppose this development.
The proposal will result in elevated traffic conditions which will cause access issues especially around drop off and pick up times for Blackwood Primary, Blackwood High and Eden Hills Primary schools. As well as prohibiting traffic flow for the fire service.

All the other comments are relevant.

As you can see I don't live in Wilpena Street but I need to use it every time I return from the local shops at Blackwood as you can't turn right into Viaduct when coming from that direction. So this is the case for several other streets, eg Mary, Grove, Dale, Lee, Beckea, Witta Wirra Way Hill ,Eden and Mountain. We all need to access Wilpena. As has been pointed out there is a yellow line down one side and a partial yellow line on the other so parking is already limited. With childcare places of approx 108, but only onsite parking of 27 it would seem to me that the overspill is going to have to use Wilpena. Wilpena is too narrow for everyone to negotiate this road safely. It is surprising just how many cars are generated from these streets. I live opposite Hill Road and there are approximately 20 or so households in Hill and Witta Wirra Way. Many of those households have several adults which all seem to have cars. It is not uncommon for a household to have 4 or 5 cars! If you extrapolate that to the other streets I listed you can see there are already many many cars that access Wilpena. This is not just an issue for Wilpena residents, but many Eden Hills residents.

As pointed out above it is nearly impossible to turn right onto Shepherd at peak hour times and once again because Viaduct does not let me turn right onto Shepherd, in peak hour times I do indeed turn left onto Shepherd from Viaduct, then head up to the roundabout and negotiate in effect a U turn using the roundabout. As parents drop off their children they may well have the same problem so the congestion will travel up the hill and the roundabout will undoubtedly get even busier.

It is disappointing to see yet another child care facility being built on a main road. Is this an optimal environment for outdoor play for very young children. Do they really need all the petrol fumes from the traffic.

Other comments have covered fire access and bus access when the train isn't running.
