The works proposed would subsequently encourage graffiti to the area. This would contribute to neighbourhood dereliction and impact the community's interest in revitalisation with suitable balance for heritage protection.
The works do not adequately responded to the heritage values and overlays of the site and surrounding properties and public areas.
The works would create an unreasonably dominant structure in terms of prominence, massing, scale etc.
The painted wall would when illuminated at night impact the structures residents and the community by concentrating and focusing light spill and cause unreasonable amenity impacts.
I submit that the only appropriate determination of the application is one of refusal.
