    I wish to object to the construction of a child care centre at the proposed site of Garswood Road.

    I understand that Glenmore Park is a growing area and there is a need for more care facilities for young children. As a previous Vice-Chairperson of Penrith City Council Children’s Services, I understand the importance of education in the lives of young people. Child care centres are important places for children to develop social skills to effectively communicate and interact in society.

    I am a classroom teacher for young people at Cobham Juvenile Justice Centre at Werrington, NSW and the lack of social-emotional skills in young people is evident and very disheartening. Children learn about norms and acceptable behaviour through social interaction with others outside their immediate family, which child care centres effectively provide.

    My objection to the Garswood Road proposal is the location. As the road works are showing signs of the final stages, it is clear that the eastern end of Garswood Road will remain a single lane to merge onto The Northern Road and the M4 motorway. It is already time consuming (up to 10 minutes) to merge 10-15 vehicles onto The Northern Road during the morning rush and I expect the inclusion of extra traffic will further exacerbate the congestion.

    The development of Mulgoa Rise has provided many homes for families in Glenmore Park. The closest entry/exit point is Bradley Street. At the moment there is only two facilities for children’s care south of Glenmore Ridge Drive.

    If the inclusion of several children’s centres has not been part of the development of Mulgoa Rise, then I suggest that the owners of the development application [DA20/0644] consider opening their centre in this new area, where there is more of a need of these services; not in an established area of Glenmore Park where new homes are not being built.

    15-17 Garswood Road was purchased in July 2019 and listed for rent in January in 2020. I don’t know if a children’s centre was part of the plan for the property, but I object to the development application on the grounds of it’s close proximity to the merging traffic from Garswood Road onto The Northern Road.
