To Whom It May Concern,

My group and I are concerned that this development proposes no fence along the 200 meters of shared boundary with 70 Williams Road (the north/south strip above the Jacksons to Williams Road track). This site has been given back to the public, via the Shire, as part of the reserve and has slowly been weeded and revegetated by shire contractors, Friends of Williams Road Beach and Baden Powell Park Scouts. A lot of money, time and dedication has been put into this parcel of land and adjoining areas.
No fence would result in random tracks through 70 Williams Road - a situation which would encourage weed growth and trampling of habitat. We also believe that if the fence was removed the site may be used for the dumping of rubbish and weeds, as was the case prior to the erection of this boundary fence. This concern is also, exemplified by the historic dumping of rubbish, including bathroom fitting, bricks, tanks and weeds in the foreshore reserve below the north/south track - a situation which was substantially solved by the erection of fencing along the bottom side of the track. An open fence line does not bode well for all these reasons.
Finally, the Scout hall needs security. Prior to completion of fencing and a security gate at the Williams Road end of the north/south track, the hall was illegally entered and paint tipped around the building; windows were repeatedly broken; and walls were subjected to graffiti.
Hengyi 's wish to integrate 200 meters of foreshore into their design shows a complete lack of understanding of the foreshore reserve, it ecological values and cultural heritage and vegetation protection overlays. Additionally, their plans blur the boundaries between their development site, as opposed to Shire and Crown Land which continues to promote and restore indigenous habitats and provide community usage.
To mitigate our concerns, the landscapers for this development would be welcome to communicate with the Friends and the Mt. Eliza Association for Environmental Care to ensure that plantings inside their development site are in keeping with the indigenous vegetation on the foreshore; some commercially grown plants have weed potential and would, therefore, be a threat to indigenous foreshore habitats. Any such communication would assist foreshore restoration and, in our opinion, benefit the developers landscape design. It would also, do much to bring the local environmental community onside.
70 Williams Road, as described above, was the open space component associated with the first stage of the subdivision (the houses located in the Williams Road carpark, along the north side of Williams Road between the carpark and Watts Parade and also, the dwellings on the east side of Watts Parade between Williams and Jacksons Roads). Under the Frankston planning scheme, a further parcel of land (originally planned as an extra 5 meters strip adjoining 70 Williams Road) was to be handed back as public open space associated with the second stage of the subdivision. In the light of this matter, we will look forward to hearing about proposed plans for further a incorporation of public open space.
