Fully supportive of reduced car parking.

Car parking requirements have been developed for reasons that underpin local living standards and safety for local residents. If every new block of flats in the Heidelberg shopping area is allowed to reduce car parking spaces it simply transfers to public parking spaces and in the case of 59 Cape Street onto streets or the public parking nearby which is already at capacity.
I do not believe residents must continually make the sacrifices to enable developers who do not live in the area to make significant profits at the expense of livability and pedestrian safety.
