The proposal is for a data facility to be constructed over four stages to include 17 data halls with associated ancillary office facilities and a car park incorporating 64 spaces located on the lower ground floor. The four stages comprise: •Stage 1 – Office and Data Hall A including three data halls, offices, lobby, amenities, car parking and loading facilities; •Stage 2 – Data Hall B including five data halls; •Stage 3 – Data Hall C including three data halls; •Stage 4 – Data Hall D including six data halls. The application is classed as ‘Nominated Integrated Development’ under the provisions of Section 4.46 of the Environmental Planning and Assessment Act, 1979 as the proposal as amended requires approval from the Natural resources Access Regulator under the provisions of the Water Management Act 2000.

I strongly oppose this development application based on the surrounding area and homes that this development would impact. It had been explained to the local community at previous meetings with the developer that the intention was for the site to be changed to residential, which all parties were in favour of. How on earth can anyone in council honestly agree to this and say it’s good for the area. No doubt you’re all thinking of the money but before you agree to such an eyesore, ask yourselves this, would you like this out your front door.

If you agree to this and allow it to happen you should be damn well ashamed of yourselves, this is appalling.

Dear Hills shire council,

I live near this development and I strongly approve of it and disagree with what another user disapproves.

In my personal opinion, we are tired and sick of seeing residential. As the council has stated in a meeting that "Rouse hill is now 400% overcapacity of residential housing"

I would obviously prefer this tranquil bushland stay as is. But unfortunately, its privately owned and the owner has his rights to apply for this.

I would much rather see this than residential. Residential, although it may sound good at start, it does have a lot of negative impact.
1.) It will cause a lot more traffic (say 60 homes, that's 2-4 cars each home. that would be 120-240 cars) going down this street. This is a business that will only have a limited amount of cars for its workers, during business hours. Expect them to be gone by the end of the day when you're home.
2.) it will cause more congestion for local shopping centre parking and doctors surgeries. (a lot of the local GP are opening longer hours due to accomodate the overpopulation of Rouse Hill) This development should have people coming to work, not living in the area.
3.) likely to cause more congestion on your daily commute to and from work. residents near you will likely do the daily grind and drive with you to your destination in the morning and afternoon. however for this site, employees will be going against you when you leave and going against you when you drive home.

4.)Trouble in the area, more people = more likelihood of crime. Crime rates have already rocketed since the metro was built. Humans causes problems.
This site, people will only come here to work, and represent the company they work. Where as homes, it could be any tom, dick and harry.

5.) This data centre should be better than other sub divided light industrial.
There are limited employees that work only business hours and perhaps a night security guard. A data centre should be limited to only servers supplying data to corporations

6. You still get to keep a lot of the bush, please note that light industrial, there are far more design rules. e.g 20 m set back from the fence. it must be landscaped and have greenery. residential homes, road probably wouldn't be widened and another persons house directly in front of yours in close proximity. (see the abomination on the street behind shell petrol station, in front of the village centre. You literally cannot do a 3-point turn and barely can park on the street, its that narrow)
if you look at it, there is still plenty of bush left for this development. where as, residential... all bush (incl protected native flora and fauna) will be gone.

Furthermore, Have a look at the industrial sites nearby, they are literally dead after hours. (despite a gym operating or kids swim lessons) after hours. 6:00pm and weekends, everyone's gone. Homes, would be totally different.

There are more restrictions with light industrial, there are business operating hours, they can only operate certain hours and there is noise restrictions of approx 80db etc.
residential, loud parties... power tools, bad neighbours... etc etc.
it is all hard to control.

One user mention that it "isn't good for the area", well there are a number of business parks and light industrial in bella Vista that surrounds residential homes and it is the most sought after and expensive area in the Hills.

As i said, i would prefer the bush as it is. This should still far outweigh residential regardless of the negative stigma.
I am only honestly thinking what's best for all of us residents in the long term.

I also forgot to include a couple of points in my comment.

7.) Not all light industrial will impact local housing prices. Some areas are worth more than their counterparts in full residential such as Bella Vista, Smithfield etc
If anything, residential for this development will likely impact the existing house prices on Mile end Road.
When new homes are built for e.g with the same size block. They're much newer/modern, exclusive and sought after than an older 15 year old homes on the main road.

8.) Residential zoning seems to be easily changed, homes can turn to Multi storey apartments or town houses. (you would not want any of these high density residential near us)
Light industrial will remain the same and is restricted to certain businesses only; such as Warehouse, suppliers and other facilities such as Gym, Childcare, Swim school etc. Heavy industrial is not permitted such as Mechanics, Truck repairs etc.

I only wish what's best for all of us in the area.

So again, this development should still be beneficial

Given the disruption, traffic, noise and dust currently being created by building 1 new warehouse for Oz Design Furniture, the construction phase alone for this data centre, whether in one stage or 4, will disrupt the local residents and especially the Afford NDIS care centre on Mile End Rd would be ridiculous, not to mention the potential of contaminant outflow into the easement for Sydney Water that runs through this site to the recycling plant at the end of Mile End.

Trying to fit 1000s of truck and dog loads, cement trucks, excavators and low loaders etc down a narrow residential street is frought with dangers. Buses frequently turn down Milford Drive and these movements are due to increase with the new bus station on Withers/Mile End. Add parents and carers of disabled kids, who already nearly block the road to through traffic for a couple of hours every weekday and council are just courting disaster.

As a near neighbour I would prefer this bush section remains "as is"

I strongly approve this development I feel this will help our community even more by adding jobs, future jobs into the area.

I feel some of our community who bough into this area also do not understand and did their research their land before they bought in and now trying to stop future growth of the area, this land has always zoned to be industrial, and I would happy to see it happening better then putting more houses or units in there which will add further transport issue in our community.

Please let it happen.

I support the development of a Data Centre as it will enable a good mix of industries in the area. At the moment there are hardly any technology companies in the area and this development will encourage other tech companies to consider this area. NWGP will be delivering more housing the north west and these kinds to industries will attract a good mix of people. The DC will also bring in additional security which i believe is a good thing for the area. Just like any other development there will be considerable activity during construction however once occupied, the traffic will be restricted to people working in the complex. Additionally the number of people working in a DC is much lower than any other industry...and very similar to warehouses but with hardly any truck movements.

DC will generate a lot of e-waste which should be properly managed and disposed off.

To add on top of my last comment.

By having a DC in Rouse Hills, we as a community will get better power supply in the NW area, power company like Endeavour Energy, and Energy Australia will need to ensure power steady power coming down the line. With over multi million dollars worth of technology equipment housed in the DC we as a community will also get better benefit when power goes down. The electricity company will need to ensure to bring power back up to the area and community ASAP.

I would hope the private owner of this land would reconsider selling to these developers. In my opinion the Hills District is missing a lot of cultural and recreational places for its large community to use.

1) This land could be used as a proper recreational area with bmx tracks, community gardens, playgrounds etc. and build upon the pre-existing trails it has. Which are gorgeous! It could be FOR the community and not damaging to the flora and fauna here.
2) Develop a smaller section of land into a local pool and spa. Again for the entire community to enjoy and this also develops jobs.
3) Listen to the community. Call a council meeting or online forum to collect feedback on what the people of the area want to see done. Have the private owner sell to council, for the to work on this as a community project.

I have created a peaceful video in response. I love walking the trail at the end of Mile End Rd along Second Ponds Creek and hope all can enjoy it well into the future :)
