I live in a neighbouring street to the proposed development at 5-7 Floribunda Avenue. Access to our street is via Floribunda. Currently, the street has a significant amount of traffic including buses, and a number of cars already park in the vicinity of 5-7 Floribunda. I believe this is already a safety hazard as I have to dodge between parked cars and oncoming traffic on a regular basis. The onsite parking provided is unlikely to be adequate for visitors for 142 residents, staff and suppliers which will lead to increased parallel parking on Floribunda Avenue and surrounding streets.

In addition, significant traffic queues occur every morning in peak times. Traffic will be increased significantly by this development.

I do not believe this site to be appropriate for this type of development.

I've attended the Opal Aged Care Project Presentation on 31st July 2019 by 6-8pm. Most neighbours have been raised quite a few significant issues that were not addressed on the night. Therefore, I would like to request an extension of approval of this development since most issues are not answered or addressed.

1. Is there any back up plan if car spacing are not enough? The traffic impact assessment does not seem convincing. In page 6 of the assessment, it outlined 20 spaces for 40 staffs that is not feasible as there is only 1 bus service around this road and the early services starts at 06:18 am weekdays from Penrith station. It is not practical, I serious doubt staff can use the bus for early shift as they mentioned the morning shift starts at 6:30 am. In addition, the Aged Care centre also need to provide disability car spaces from the 42 car spaces in total. (Bus is running from different timetable on Saturday and Sunday which I believe staff would found hard to cope with https://transportnsw.info/documents/timetables/10-797-Penrith-to-Glenmore-Park-Loop-Service-20190722.pdf)

2. Does this development consider an underground parking for safety, noise issues as the centre are very close to local residents. I would also suggest if the care centre can use the entry of Floribunda community centre rather than locating its entry on the Floribunda Ave.

3. Smoking and rubbish issue, does care centre provide any designated smoking shelter as we do not wish any of visitors and staff smoke and leave their cigarettes at our front door

4. Size of aged care, it seems that 142 residents are bring high number of staff and visitors and certainly brings a pressure on this narrow Floribunda Ave in this low residentially area. Can Opal Aged Care consider downsizing the number of residents around 80 beds

Deal of bedlam especially around the bus stop as the streets surrounding the area are not very wide.
