These residential flat buildings may be over or near to any future rail tunnel connecting Parramatta and Epping. Even light rail would need a tunnel there. Read here:

This area has a lot of high density housing already and together with the poor transport in the area it is reasonable that 2 & 3 bedroom units will require 2 car spots and the reduction to parking does not meet the local area requirements as the current streets already have quite a few parked cars on them.
To reduce bottle necks in the streets they need to have minimum cars parked to allow the flow of traffic through this area.

We totally agree with Karen's comments. Once the units already under construction and those planned for the area are occupied, there will be “standing room only” in Carlingford, let alone parking availability unless they install multi-level parking stations.
