    No more subdivision in Eltham
    It's becoming overcrowded especially the traffic is bed
    And more habitat is being wiped out
    You say your a caring council
    Well do something like changing laws re limits on subdividing

    Seven dwellings on this block is excessive and does not fit with the neighbourhood character of the area. Piper crescent is narrow and will not be able to accommodate on street parking. The block also has a significant amount of established trees which must be protected. Piper Crescent is currently a street face with mostly single dwellings with significant landscaping to the front of the properties. Any new properties added to the Crescent must adhere to this street face. A more appropriate development on this site would be 3 dwellings as this would be able to accommodate 2 vehicles per dwelling, allow the street scape to be maintained and protect the established trees on the block. The narrow street. A development of 7 dwellings on this block would negatively impact on the amenity in the area, not fit with the character of the street, damage the natural environment, be detrimental to social interaction on the street and would be dangerous as additional traffic cannot be accommodated on the narrow crescent. During construction of the dwellings neighbours would be significantly impacted also. Approving this development would only put more strain on the traffic congestion already plaguing Eltham due to it's poor public transport options and inaccessibility by bicycle due to topography.

    1. Passive Traffic Calming Treatment of Piper Crescent and Parsons Road (no more vehicle damaging speed humps, maybe lane off setting with alternate yielding?) is required as two cars cannot currently pass each other without driving off pavement at several sections of both roads. Without a constructed shared user path in Piper Crescent and combined with inadequate lighting and narrow road presents a hazard for pedestrians and cyclists.

    Recommend the construction of an SUP with suitable lighting.

    2. Treatment of the Main Road and Parsons Road requires attention if the intersection is required to accept additional traffic leaving Parsons Road and heading inbound on Main Road. Wait times and queuing for outbound Parson Road traffic is excessive.

    Recommend a round about be installed. This will assist with East bound traffic from Diamond Creek Road that use the route including Nathan and Leanne Drives and Parson Road to avoid the level crossing related delays associated with Wattle Tree Rd.

    3. All recent sub divisions (I now have 9 neighbours when I once had two) have involved the loading and unloading of construction materials, plant and equipment on the reserve at the Parson Road and Piper Crescent intersection. This has resulted in non-remediated damage to the reserve and pavement adjacent to my house. Piper Crescent is not wide enough for unloading and the pavement has not the strength to accommodate these type of vehicles (One loaded low-loader has the same impact upon spray-seal pavement as 30,000 passenger vehicles.

    Recommend that the reserve be excluded for use by installing a suitable perimeter fence, and, an independent pre-construction pavement assessment of Piper Crescent be performed that includes strength testing. A suitable sum be provided from the developer and held in trust until a post construction assessment is completed and any pavement degradation be remediated.
