The Willoughby city central urban precinct is experiencing severe congestion of its public infrastructure; especially, schools, traffic thoroughfares in peak periods, vehicle parking and parks. Any development which results in a net increase in dwellings in the Willoughby City area should be suspended or deferred until public infrastructure - schools and open space in particular - has been expanded to cope with increased population demands. Without additional public facilities to cope, additional residential dwellings will exacerbate the present congestion.
