The application is Integrated Development under the Heritage Act 1977, requiring approval of the NSW Heritage Council.

1. The proposal would further degrade Andrew Andersons’ sensitive 1978 design by enclosing all floor areas with a fixed and operable glazed façade.
2. The proposal would detract from the heritage significance of the Cunningham monument.
3. The proposed south-west extension would likely damage remains of Mrs Macquarie’s Road, or at least detract from interpreting the route.
4. The proposal would detract from the setting of the adjoining Macquarie era bridge.
5. The proposal is a further step in the erosion of the planted area of the Gardens and in the peaceful enjoyment of them.
6. Given the recent Calyx project there is no need for the extension. No justification for the proposal is offered.
