This 3 storey dwelling does not fit into the character of the street. Houses surrounding the proposed property are all single storeys and the proposed complex will significantly alter the street scape and will encourage other developers to build 3 and 4 storey complexes along Waterdale Rd. Future developers will highlight this complex as a reason why a 4 or 5 storey complex should be built. The same as this developer has pointed at the apartment block located on the corner of Banksia St & Waterdale Rd being a reason why a 3 storey complex should be allowed at 359 Waterdale Rd. The complex on the corner of Banksia and Waterdale Rd although a 4 storey complex steps down from a 4 storeys on Banksia St to to a 2 storey complex near Garth St and neighboring properties. This was an intended design characteristic so as to not impact on neighboring properties and the street scape of surrounding properties. Banyule council required this complex to have this design feature however are not undertaking the same requirement with the proposed property and is allowing 3 storeys next to neighboring single storeys rather than stepping down from 3 storeys to 2 storeys. By not following these same principles the council will continue to allow 3 and 4 storey complexes to be developed along Waterdale Rd, Oriel Rd, and Banksia St abutting single and double storey residential houses. Future developers will take this as a sign that the council will allow 3 and 4 storey apartments to be located next to single storey houses. The council is not following the same guidelines that it used to justify the apartments on the corner or Banksia St & Waterdale Rd when assessing this complex on 359 Waterdale Rd.
