I have concerns over privacy, for existing residences of 102-106 Flora St. This proposed 6 floor Boarding House will over look 2 out door patietoes/ living areas, 3 bathroom windows, 9 bedroom windows and 3 living room windows on the adjoining boundary.

I also have concerns over shadows / sun shading from such a high building (twice as high as the adjoining block of Home Units) especially in the winter months of the year with the possibility of shading of living areas of 6 existing Home Units and outdoor cloths drying area and yard and gardens.

Are there any other Boarding Houses located in the Sutherland Shire?
If so can you please list them and are they 6 Floors high and 28 Rooms?

Is this the kind of development the residence of the Sutherland Shire want or need?
Is this going to be the 1st of many other developments of this nature?

Who will be operating this Boarding House once it is complete?
Will it be a Privately run enterprise or will it be run on behalf of NSW Housing or NSW Corrective Services or another NSW Government organisation?

Is a Boarding House and its occupants the appropriate kind of development to have within 130m of a Day Care Facility and 350m of a Primary School?
Have parents of children that attend these 2 facilities been informed of the Boarding House proposal and who may be responsible for running it?

How will this type of development and the occupants it may atrack impact on the safety of young children in the area?

Has the safety and well-being of local residences, especially female residence and families with children, who will have to walk past this Boarding House and its occupants at night to access public transport been considered? is there adequate street lighting for night time?

Is there adequate off street parking for the 28 rooms and their visitors and guest that may frequent the Boarding House, street parking on Flora and Aurban Streets is close to being at 100% at most times throughout the day and night.

Concerns with noise issues generated from the Boarding House, especially late at night and early mornings the nature of a Boarding House suggests it may have occupants coming and going 24/7.

1. This 6 story building will shadow the existing 3 story building at 102-106 Flora St, light levels into existing windows will be affected, both winter and summer, we deliberately purchased our unit 12 years ago for this very reason, the natural light is currently maintained all year round from sunrise to sunset on the north west side.
2. The driveway access will be adjacent to Flora St neighbouring property, concern over noise level entering and leaving the building via this driveway.Also any automated security gate may generate noise.
3. Street lighting is seriously deficient now. There is 1 street light on the corner outside 110 Flora, the next light is outside 94-100. Street is very dark at night. Our property currently leave external lighting on all night to compensate for inadequate street lighting. The bottle shop use to close 6pm in winter and 8pm in summer. Any undesirable loitering people would then move on, even now as a vacant property there is no liotering late at night.
4. My understanding of the R4 zoning is that the building requires 7 car spaces, current plan has only 6. This does not comply with councils own rules. There is seriously deficient available car spaces now in the street, and we will lose 2 more with the addition of the driveway access into the building.
5. Plan has space for 8 motorcycle spaces, noise from these entering late at night will disturb residents in bedrooms to the front of 102 Flora as bedrooms and driveway are only 4-5 metres apart and noise will radiate upwards along concrete retaining wall.
6. Plans do not specify how much of the existing boundary retaining wall will be kept and / or whether any new shoring will be done to retain any differences in ground levels.
7. South west corner of 102 Flora will be shaded from the winter sun, excluding 2 bedrooms from receiving winter warmth and light.
8. View from top floor north west facing unit will be severely diminished. Currently looking down Flora St with a very green tree filled vista.
9.My current understanding is that all east facing windows will be frosted glass, will there be a covernent on the property that this is to be the case for all time in the future, so that they may never be replaced with clear glass.
10. My understanding is that Maraya is to be hedge planted along boundary, given his has now been declared a noxious weed in most areas, can landscaping plans be reassessed.Also flowers are a hazard to asthma sufferers.
11. Will there be any future governing controls over who the building will be leased to, and who the future owner of the building will be? By definition of a boarding house, the occupants would be lower socio-economic groups, giving rise to the potential of released prisoners, pedophiles etc residing. Has council considered the close proximity of the schools and churches in the area.
12. By shear definition of the requirement of a caretaker/manager to live-in on-site, leads me to believe there would be a need for this, why? Is there a preconceived idea that there will be undesirables living on site, that would need 24 hour supervision/monitoring. Will neighbouring properties have access to this person or a number to lodge any concerns?
13. According to the plan garbage bins are located in the basement carpark at the furthest end to the driveway access. Would the garbage truck be entering the property to collect or would the bins go out on the street? Trucks entering the driveway would create excessive noise in the early hours of the morning, if the later, there is not enough room for cars parked on the street and bins now. Bins are often not collected as they are placed too close to cars.
14. Given the high amount of rental property neighbours, council may not receive all the concerns that may exist. Renters often feel they cannot lodge and owners not residing may not have an interest.
15. I have not made any donation or gift to a councillor or council employee, I am not related to any of these, and I do not have a personal association with any of these.
16. I have lodged my concerns here as I have been denied access to the DA on the councils own website, I hope this gets to where it needs to go.

What is happening to Sutherland Shire , that the future of home owners are not considered? The people who live here and pay rates to SSC, are becoming concerned that this will become an unsafe area. The brick pit development is out of control, not what was planned originally, and what will happen to the traffic in this region, with hundr.eds, maybe a thousand more vehicles on the roads? Now they plan t.o have boarding houses which could accommodate itinerant, perhaps dangerous people. The shire is not ready for such over population, as schools, hospitals, traffic and police will need upgrading to cope with the influx !! Why would we gift anyone at this Council ? They don't care about the people who helped make this region a decent place to raise children !
