One area to be more clearly explained is the "Juliet Balcony to Improve Laneway Surveillance". Development on top of the garages in this area do not usually have floor to ceiling windows overlooking the lane, and as far as I am aware, none have balconies overlooking the laneway.
The purpose of the top floor studio is not clear - bedroom / storage /sitting room? The concern is that the studio could be used for commercial purposes causing motor vehicle access issues in both Percival Lane and Myrtle Lane.
