    I would like to object to this planning application.

    The waiver of visitor parking requirement is not feasible. The lack of public transport (Bus service once every 40 minutes on weekends) means that visitors will have to clog up the Ballan Road service road. The proposed development is on a quiet cul- de-sac that is not wide enough for two cars to pass each other when cars are parked on the street.

    Twelve dwellings is too much for the current site for the council to offer a rubbish collection service. Due to the limited number of car spaces on site, cars will have to park on the street which means that kerbside rubbish bin collection will be difficult for the council to provide as cars would be blocking access to bins. There needs to be more resident parking available on site, to prevent cars blocking access to the kerbside collection service every Friday. Alternatively, the developer could consider using a private waste collection service as an alternative.

    Shadowing affects on neighbouring properties will be most apparent at 3pm in the afternoon where properties at number 62 ballan road and number 10 Kelvin grove, which will lose some their afternoon sunlight and privacy.

    Finally, this development should not be approved until the Council's revised Housing and Neighbourgood Character Strategy is finalized later this year, otherwise the permit holder may be in breach of the proposed new planning scheme. The council's own website https://www.wyndham.vic.gov.au/housing says:
    "It is proposed to submit a further report for Council’s consideration in mid 2018 with a revised Strategy and new schedules to the residential zones. It is anticipated that Council will then seek an amendment to the Wyndham Planning Scheme to implement the revised Strategy and new schedules."

    I've been provided some detailed plans by the council which I can now provide a more detailed comment. The development is out of character with the section of Ballan Road service road were the neighbouring properties are all single story. Units 4 and 5 will have a bedroom window that will over look the backyard of number 62 and 64 Ballan road, as well as the backyard of 12 and 14 Kelwin Grove. The building mass will be bulky and dominant when viewed from 62 Ballan Road as well as 12 and 14 Kelwin Grove. The scale of the design is one that is incremental against the existing character of the area.

    The developer has provided a traffic impact assessment below. I disagree with their assessment and note that the service road is not wide enough to have cars parked on the street at 56 Ballan Road for cars to pass without driving onto the grass reserve in between Ballan Road and Ballan Road service road.

    for the 2 visitor parking spaces against the requirements of the planning scheme.
    It is noted that Clause 52.06 to the Wyndham Planning Scheme allows an application to reduce (including a
    reduction to zero) the number of car parking spaces required, subject to preparation of car parking demand
    assessment. When considering the reduction of car parking spaces, the responsible authority must consider,
    amongst other things, the availability of alternative car parking in the locality of the land, including on street parking."

    Developers are very economical with the truth where money is to be made and neighbourhoods unfortunately are left with low quality developments which are so far removed from the surrounding style - as is the case with this rubbish development, and as for not providing parking, we all know nearly every residential home in Werribee has 2-3 cars PLUS visitors cars... WHERE ARE THEY GOING TO GO...I live on Ballan Rd on the same side as this development and recently got a letter from Council stating that parking on the medium strip between the service rd and Ballan rd is illegal and cars will be fined...and they have been fined, yet this development is saying there is ample parking - RUBBISH, if you parked a car on the bitumen of this service rd, cars trying to go pass would drive into the grass/mud of the medium strip, as there is not enough room - council need to open their eyes to the creative storytelling the developer has done on the traffic assessment of this build. The build also is completely out of character with the local surrounds. Council needs to stop the rot creeping into this once lovely suburb.
