This apparently simple conversion has a very large review of environmental effects and a high cost (much could be done with that half million dollars). In my brief skim through, my principal concern related to the impact of this sign if its potential, as an LCD screen remotely controlled, to show moving images is implemented. The visual distraction for drivers would escalate way beyond that of the current static sign.
