    Pleases DO NOT allow these people to AGAIN run a puppy farm. Anyone involved with Grace Bully should seriously be a watch list for ANIMAL CRUELTY.

    You must not allow Grace Bulley to continue her inhumane & cruel practice of puppy farming. She appears to have no compassion for the well being of the dogs & her seeming lack of any caring about the animals is totally unacceptable & appalling. This attitude is not ok nor is it ok for so many dogs to spend their lives confined to a cage, to be prisoners for the sake of excessive breeding & money making. Puppy Farming is animal cruelty & your Council cannot be seen to condone this practice. Your reputation of being a responsible Council is at stake here. I respectfully ask that you do the right thing & ban this woman from operating her deplorable practice of puppy farming. The reason I have only given you a one star rating is because I cannot believe that you would even consider allowing a woman who has already been convicted of animal cruelty to commit the same crime again.

    Dear Goulburn Mulwaree Council
    I do not belong to your electorate but it has been bought to my attention that someone with a poor reputation in the dog farming community is wanting to apply for a permit. Dogs are one of man's most loyal companions and clearly there are great examples of their compassion to mankind. Unfortunately they are not given a voice to demonstrate how they feel about this permit issue or so many others, therefore us, representatives of the human race and the community are needed to demonstrate our 'we' all feel about this. I implore that you will do the right thing and deny granting a permit and hopefully stop this inappropriate practice of puppy farming. Think of those poor animals and the cruelty they must suffer in that poor example of a life. Dog spelt backward does say God afterall.

    I don't live in your area but I'm still concerned about issues in Australia of animal abuse. Puppy farms are one of the worst forms of animal abuse in Australia, they all need to be shut down and banned. I have faith in you as a compassionate council for animal rights that you would never allow anyone who has been convicted of animal cruelty to apply for a permit.

    Surley common sense must prevail. This woman does not deserve a second or another chance to re offend. She has committed awful animal cruelty crimes. Please don't allow her to ever deal with animals again.
    These animals cannot speak so we must act for them and not allow a woman with this history to ever again have the opportunity to profit and mistreat animals

    Goulburn Mulwaree Council,

    Although I now live in Sydney, I was born in Goulburn, grew up and completed my schooling there, and most of my immediate family still reside in your electorate.

    I'd like to express my total opposition to the prospect of the Council allowing a known, convicted animal abuser like Grace Bulley to continue her inhumane practices in the Mulwaree area. Her abuse of the dogs in her care, and complete disregard for their health and welfare, is well-documented in reports from the RSPCA and through organisations such as Oscar's Law.

    Approving her plans would send a clear message to voters in the Goulburn area that Mulwaree Council is unbothered by extreme cruelty as long as there's profit to be made. I will be urging all my family and friends still in the region to join me in opposing Bulley's submission, and to hold your Council personally responsible for the abuse this woman will subject animals to if her application is approved.

    Goulburn Mulwaree Council, I have lived in Goulburn for most of my life and would just like to voice my disgust and anger at the thought of this woman getting a second chance to be able to inflict more harm and abuse on innocent animals. I'm sure the majority of rate payers in this electorate would feel the same as I do and hope that commonsense prevails. Please put the plans for this where they belong, in the garbage. Thank you.

    This application is not acceptable in any way or form. The Bulley's have been not been in any way humane, responsible or caring for companion animals in the past - this is evident when on June 2nd 2017 Grace Bulley was found guilty on 12 charges of animal cruelty. these animals are not treated in a respectful or humane manner in fact their conditions and basic needs were not tended to - for her they are a way or easy and unaccounted revenue. Her disregard and lack of remorse is of great concern. In short what she has done is criminal and cunning. Her and her family's puppy factory needs to be put to a halt and stopped rather than a permit be granted to extend this archaic operation. The privilege of any extension of business in your municipality or Australia wide d should only be offered to good, responsible , law abiding and respectable citizens. Keep your shire beautiful and reject this permit.

    I am sure you want your shire to grow, prosper and thrive - how can this happen if you allow one of the cruelest establishments to be approved. On June 2nd 2017 Grace Bulley was found guilty on 12 charges of animal cruelty and instead of admitting the error of her ways and being remorseful and ashamed, she and her family have shamelessly put in application to continue this practice of abuse and horrors to these voiceless and vulnerable animals. The animals do not and have not had a voice so I will stand up for them in stating that it is irresponsible and just cruel for the Goulburn Mulwaree Council to allow this application to pass, to the animals, to your residents an constituents and as a civilize and humane society.

    It is the council's duty to protect against animal cruelty. Applications to Council involving the keeping of multiple domestic animals requires applicants to have previously demonstrated good character and a voluntary compliance with both community and legal standards. On June 2nd 2017 Grace Bulley was found guilty on 12 charges of animal cruelty in regards her 'puppy farm'. Ms Bulley seriously mistreated her dependent animals. This was not an isolated instance of cruelty. Rather, Ms Bulley was intentionally and systematically cruel to the animals over a long period of time. Indeed, this abuse would not have been exposed without the intervention of concerned citizens. Ms Bulley clearly demonstrated her singular concern was extracting the maximum (undeclared) profit out of these unfortunate animals at their physical and mental expense. Of even greater concern has been the absence of any post-conviction remorse by Ms Bulley. When interviewed afterwards an unrepentant Ms Bulley assigned blame to the concerned citizens who intervened on behalf of the animals - describing them as 'looney tunes'.
    This is a matter where actions speak louder than words. Where the suitability of the applicant should not be judged on any disingenuous future assurances, but rather clearly unrepentant values that are inhumane and (as it turns out) unlawful.
    Dogs have been selectively bred for centuries as human companions. They are genetically 'programmed' to be entirely dependent on humans for companionship and emotional needs. They are psychologically damaged when systematically denied such positive human contact. Clearly, Ms Bulley lacks an innate sense of this. This does not disqualify Ms Bulley from being a future pet owner. However, by her demonstrated past actions, conviction, lack of remorse, and lack of appreciation of the issues Ms Bulley has disqualified herself as commercial custodian of multiple dogs in the future. We urge the council to set a very high standard for those who choose to be custodians of multiple dogs in their shire, and thereby reject Ms Bulley's application.

    Dear Councillors,
    Please do not approve this DA. This business is nothing but abuse and cruelty perpetrated on defenseless animals for profit. You will know that these puppy farms are condemned by Australians all over the country. The applicant - Grace Bulley, has previously been convicted of cruelty to animals and had the animals removed from her property due to the cruelty they endured. Grace has been interviewed by Seven news previously, and shown no remorse or regret for the treatment of the animals in her care. But instead labelled anyone who objected to her treatment of the animals as "Fruit Loops". By approving the submitted DA, you as a whole, will be condoning the systematic abuse and neglect that will occur by Grace Bulley and Raymond Bulley. You will be complicit in the abuse. This is a DA that the majority of Australia object to. You have the opportunity to make a difference by saying NO to animal cruelty. By saying NO to Grace Bulley. By being a responsible council, who stands with Australians against the reprehensible practices of the type of people Grace and Raymond Bulley represent. People who put their own greed and profit above the welfare of the living beings they are suppose to care for. By changing the name of the type of business they wish approved, does not change the type of business they will conduct or change the people they are or what will happen to the animals they own for profit. They have shown by their words and actions, that they are not fit to and do not deserve to ever be in the position to profit from misery. Please reject this DA. Thank you, Sean McMurtrie

    Please DO NOT allow Bulley to torture more dogs. Show the world you care by not approving this DA. Use your voice for those who cannot speak. This woman is an animal abuser who shows not remorse of her prior convictions and should never be allowed to touch an animal again. Thank you for you consideration.

    Please do not even consider this application. Puppy farms go against every thing digs are about. Dogs are our companions. They live with us, they comfort us, they help us if we are blind or need assistance. They work herding sheep and cattle. They are used by police and the armed forces to safeguard us. They help guard the entrances to our country by sniffing out contraband.
    In return it is up to us to ensure they have the care and attention they need to serve and support us - from the day they are born.
    My plea is that you do not provide this person with your authority to conduct a puppy farm.

    I beg of you not to allow Grace Bulley to further barbaric & inhumane treatment of innocent,defenceless creatures.She is obviously not a person who has any compassion for her dogs what so ever.As she has shown extremely cruel practices in the past,I implore you to reject her application,otherwise you are condoning it.Please seriously consider the consequences !!!!!

    I object to Grace Bulley's application on ethical grounds. This is a bigger issue around animal welfare In Australia. Grace has proven that she cannot be trusted working with animals. Her motivation is based on greed and she has no capacity for kindness or compassion. Is this compatible with your values Goulburn Council? There is no value to the community in allowing Grace to run a business involving animals, yet there is enormous value in rejecting her application - maintaining a high moral code and integrity - in light of her background and career history. Keeping the bar raised high is respectful to the local community and to all Australians. Thank you kindly, Goulburn Council.

    I rescued a 5 year old miniature poodle from a puppy farm in 2013. He still bears the physical and emotional scars of those years spent in a cage. NO MORE PUPPY FARMS!

    Dear Councillors
    I write to object to the creation of yet another puppy farm. Australia is destroying thousands upon thousands of dogs as well as cats every year due to over breeding. You have the power to say enough is enough. Let's find homes for all the dogs and cats waiting euthanasia and not add to the problem.
    Further this person has already shown she is unable to provide the correct care for her animals and has been charged with cruelty. She should be banned for life to own another animal.
    All animals deserve to be free from harm or pain and not neglected.

    Dear Councillors,

    I have spent many weekends camping and holidaying with family and friends over the years and am considering purchasing land and settling in the future. I would however have serious concerns in future dealings with Goulburn Council should you approve the DA on the Bully's puppy farm. In this day and age animal abuse and neglect has direct consequences on political parties. People will not vote nor support those who are supportive of any industry that purposefully endorse the abuse or neglect of animals - in any instance. Please consider whether you would be happy to take your children or grandchildren to Mrs Bully's puppy farm and explain to them why it is okay to support inhumane practices. I personally could not.

Raymond and Grace Bulley are abusive, cruel, pathetic and do not deserve the privilege of living on this planet. allowing this sort of "business" is a sign of an unethical society. Shame on the council and all horrible humans who enable cruelty
