    To be entirely transparent, the single issue I have with the proposed development directly affects me as a property owner on Pera Place, Red Hill.

    My concern is that the developer proposes to have five outlying three-storey residences in areas AE and AH, to the south and southeast of Cygnet Crescent. The block that most affects my property is AH(d); however, AE(a); AE(c); AE(d); and AE(e) will similarly affect properties on Borrowdale Street. The key issue with the proposed three-story buildings are that the taller residences will be out of place from those that back onto the Red Hill Estate Development by virtue of architecture (building height). Secondary concerns relate to overlook/privacy issues and shadowing.

    I note that each of these three-storey builds are proposed to occur on non-compliant mid-sized blocks, as detailed in the document PLAN-201731276-BLOCK_COMPLIANCE-01.m Greater scrutiny of the proposal is needed, and the inclusion of the three-story builds should not be permitted without the developer showing sufficient cause as to why the proposal should be accepted.
    Taking into account other buildings proposed for the Estate - to include the four-storey buildings north of Cygnet Crescent - the proposed three-storey buildings in areas AE and AH would be substantially out of character for the area by virtue of their architecture and size. The proposed three-story buildings will directly impact the outlook of neighbouring residences, particularly views to the north (I accept there is no legal or other right to a view, however, disrupting existing views will detract from the amenity of neighbouring properties).

    I am not opposed to the Red Hill Estate Development and would offer that for the five buildings south and southeast of Cygnet Crescent, two-storey apartments/units can be designed in such a manner to fit the feel and look of surrounding houses. However, I am opposed to inappropriate and imposing three-storey apartments/units that will likely detract from, and negatively affect, the overall character of the community.
