    If any one came to the site of this proposed Child Care Centre will see just how dangerous Duncan and First avenue is already with both streets so narrow and already inadequate parking for residents. Cars and Boats regularly park right on corners and there is such poor visibility.
    First Avenue would have to be the hardest street in Maroubra to travel down as its so narrow.
    I would seriously challenge anyone who would have 40 little kids/ familys crossing at the peak times of the day.
    This is a residential area. Commercial enterprises should be in commercially zoned areas. And any commercial buildings cannot not provide parking for their workers. There is definitely no room for more traffic and congestion in this area !!
    And the proposed weekend opening hours should not occur in residential areas.

    The proposed 15 minute parking zones taking away 5 car spaces from the residents is absolutely terrible. As I said this is a residential area and where are the residents going to park their cars through the day when they are at work? Are they going to be subjected to parking fines ???

    -this is clearly a commercial operation that should be in a suitable area, not a residential zone

    -all aspects of running a commercial operation in a residential area would be objectionable including garbage and noise pollution from building and daycare 7 days

    -potential to decrease the value of surrounding properties

    I'm at a loss as to how this is even a viable proposal.

    To whom it may concern:

    I have read through the submissions presented by the Yogiccubs group and while I will address these points one-by-one in a further comment, I would like to point to another publication, The Southern Courier (local), in response to the Daily Telegraph (not local) reference in the submission*. On the front page is an article detailing the lack of decent childcare in the Randwick and surrounding areas - it is clear that it is an issue. On page three is an article prefacing the closure of the Bowlo in Maroubra. Is it not an obvious place to submit a 'Change of Use' for that venue and not squeeze in what is - by all comments listed here thus far and from speaking with neighbours - an unwanted addition of noise and parking restriction in an already strained, residential area?

    Some major benefits are
    - It is close to the existing public schools for parents who require close access
    - It has already substantial parking on-site for staff and parents drop-off and pick-up
    - It can offer more than the obligatory 44 childcare places (the current cut-off for a low-density area) thus really being able to make a positive impact in the area both of childcare facilities and for neighbourly harmony
    - There is plenty of green space that can be converted to fulfil the 50% ratio of outdoor to indoor activities for children
    - Is already in use as a public space thus not disturbing neighbours abnormally with acoustics or space provision
    - Is up for sale

    The potential is huge for Yogiccubs Centre to
    - offer their core business of childcare for an area in clear need
    - provide an easy transition for infant children to the nearby primary school at such a time as required
    - multi-purpose on weekends or quiet times for use with current activities at the Bowlo such as yoga, movie nights etc.
    - help the Bowlo to maintain its' 'heart of the community' status

    If the Yogiccubs group really wanted to become a part of the community they would consider this option - it would actually show (not tell) support for the wishes and hopes for the community it proposes to become a part of.

    As mentioned I will address the points more closely in another submission however, striking while the iron is hot so to speak.

    * A single newspaper article does not good research make, particularly one that is not local. It forms a weak basis for the assertions made in the assessments that it will not affect traffic, parking or noise constraints for current residents.

    Dear Assessor and Councillors,
    I wish to object to the centre for the following reasons;
    -Traffic
    From 0700 to 1745 weekdays and open on week ends is to much disturbance for neighbours in a residential area
    -Noise
    45 kids on this small block of land with this small building is not acceptable
    -Size of centre is inappropriate for suburban setting
    Please compare the size and location with Maroubra early learning centre on Maroubra road. Duncan St is not a commercial area for a centre of this size
    -General disruption
    Daily dangerous traffic situations and parking issues are already unacceptable

    In part 3.2 it states there will be no more than 43 children aged 0-2, the aplication then states no more than 44 children aged 3-5. Which is the correct age of children that this centre will cater for? There appears to be conflicting information in this aplication. If the age is 0-2 then the stated ratio of 1 staff member to 11 children does not comply to national quality standards.

    There are never any available car spaces between 0630-0830 and 1700-1900 as it is for current residents in this street. Taking away parking from existing residents will impact residents in the streets surrounding the area.

    I have serious concerns about such a development and object to this proposal for many reasons and believe the Development Application is misleading on numerous counts.

    It is also worth noting that a child has already been killed on Bond St, near the cnr of Bond St and Duncan St, some 40 plus plus years ago. An elderly resident/neighbour who was here at the time recalls this and also the name of the family. Randwick Council would be able to find record of this if needed.

    As a resident who has lived within 100m of the proposed site for many years, I object to the proposal on the following counts and have elaborated on each point in my letter of objection to Randwick Council:

    1. Parking
    2. Traffic congestion
    3. Noise implications
    4. Number of children and safety
    5. Number of staff
    6. Hours of operation
    7. Layout of centre and waste
    8. Demand for services

    A 'boutique' service offering 43 places will do nothing to assist the demand for services and will only create traffic chaos, parking chaos, noise and disruption to our local area - exacerbated during the summer months when traffic and parking spills up Bond St.

    I think the suggestion posted previously about the option of using the Maroubra Bowling Club site is an excellent one. This option is also underway in Katoomba.

The proposal is 15 metres away from two T intersections, i.e. First Avenue & Duncan Street, and Bond Street & Duncan Street. As it currently stands, it is hard to navigate to and around these streets due to their narrowness and cars parked on the street, see image below for reference. Furthermore, the poor sight lines at both these T intersections is very dangerous. The proposal will increase traffic flow and congestion, and with having children about, it is not safe at all.
    We too have sent a letter of objection and will be also forwarding a petition signed by as many residence as we can get to sign today and tomorrow, so please let all your neighbours know to expect us at their door.

    I also object to the application primarily in the basis of parking.
    I also note that the notice of development application was late being posted and whilst now posted is not sufficiently fixed (wind blows it so can't see details) and seems incomplete (one page missing). My concern is the relevant stakeholders and neighbors may not be aware, and therefore not voiced their concerns for the above reasons.

    Just informing everyone, as we starting our petition today many of the residence have yet to receive letter of DA from council and therefore have not had the opportunity to respond with an objection to the development as they had no idea of its planning. Furthermore sign of this development only went up in front of the property last week also not giving residence time to lodge their objection. Many of these residence are elderly and are very unsettled at the thought of this development, please spread the word and have regarding this and have all those concerned to forward their view ASAP.

    A large commercial business such as thus proposed 43 or 44 place child care centre in a residential street, that already experiences considerable traffic and parking problems on a daily basis will have a devasting impact on the quality of life, and the enjoyment of their homes for every resident along the entire length of Duncan Street, Bond Street, First Avenue, Sackville Street and The Corso. All these streets already experience problematic parking and traffic problems and to restrict parking in Duncan Street will push this problem further into out these streets.

    It should be pointed that a commercial business of this size will have a very negative impact on the quality of life for local residents forever.

    I have just found out about this and unfortunately missed the deadline. I am happy to lobby against this to the greatest of my ability if there is any other avenue of objection.

    Placing a large child care centre on this residential street was shocking news for my partner and I, as well as our immediate neighbours who live in very close vicinity to was was just a normal house prior to this proposal.

    There has been no consultation whatsoever with the neighbours before this business placed the application.

    As far as I can see there has been no provision made for parking. This is a very heavily used street already by visitors to the area. There is very minimal off street parking for the residents. This is going to have a major impact.

    I am unable to see any provision for the increased traffic. Were the neighbours in any way consulted about the noise this would cause. For what really should be a suburban street, this street already suffers a serious traffic burden. This would be much worse if this proposal was allowed.

    Has children safety been considered at all? This is a main road. Is the council going to now make our street a school zone at 40km/hr?

    How can people who own a normal suburban house or unit be possibly subjected to the noise that a brand new business of the nature suddenly being jammed next to them (again presumably without any consultation)?

    This is a very poorly managed application and would proceed only against the great anger of the adjacent residents. I am simply shocked that this is even being considered.

    In order to meet the drop-off / pick-up parking demands of the proposed childcare centre, the following on-street parking restriction is proposed, as indicatively shown in Figure 5:
    An 29.4 metre ‘P15 Minute, 7:00am-9:30am, 3:00pm-6:00pm, Mon-Fri’ restriction on the eastern side of Duncan Street. The above parking restriction will accommodate five (5) drop-off / pick-up spaces that will satisfactorily accommodate the demand associated with the childcare centre. In general, this arrangement (with 15 minute parking during peak periods only) is supported by RMS Guidelines and will comply with the
    requirements for parallel on-street parking under AS 2890.5 (1993).

    Placing a large childcare centre on a street like Duncan Street is shocking. I can not believe this is even up for consideration. Wouldn't Maroubra Junction be a more suitable location with the correct infrastructure in place already. If any council member has taken the time to monitor the movement of vehicles on Duncan Street then I can't see how they would let this happen. If this does go ahead and I hear of any type of incident concerning the safety of a child, I will be the first one to take legal action against Randwick council.
    This can not go ahead!!

    There has been lodged a Notice of Request for Review Application DA/234/2016 for 24 children, 5 days per week with provision for operating weekends. Submissions to object to the DA need to be lodged with Council by 2 February 2017. If you are concerned about the development, please send a letter to the General Manager, Randwick City Council, by Thursday 2 February 2017. We need lots of support again this time to object to this inappropriate commercial business in our low-density residential street.     Simply saying that there is no issue with parking is not a good argument I'm afraid, especially if you don't live here through crazy busy summers with traffic to match, through ongoing development over months/years, working from home, trying to park if you work outside office hours etc etc.

    The assertion that it is an 'essential service' to the community when you do not live on the streets surrounding deserves to be ignored in my view. How can you possibly know this? Where is your source for this statement?

    Mental health to mums and dads? What about those of us who live here (mums and dads et al) and have done so for many years now faced with the prospect of not being able to live peaceably with one neighbour who insists that there are 'no issues' despite not actually living here... 'but we have reports!!'. Again, deserves to be ignored.

    The assertion that there is a lack of affordable childcare is a nonsense. You only need to check Google Maps to see that there are dozens of childcare centres servicing the local area. Affordable? I was under the impression it was a 'boutique' childcare service. This does not scream affordable to me.

    I challenge you to envision such a development in your street before voicing an opinion designed to belittle the voices of the people who do actually live here and who contribute to the community landscape.

    To the assertions prior to the above: working in Duncan St for 12 months (goodness at what hours/days etc) shows a fundamental ignorance of what happens at times outside of when you are actually here. Getting a park at front of Duncan St is a nice-to-have given that there are no current restrictions - this is in complete opposition to the proposals put forward by the developer to curb parking for residents in favour of multiple parking spots for staff occupying a single property, on weekdays and over the weekends if they get their way.

    I can clearly see that there will be no respite for residents to enjoy the relative peace and quiet of this neighbourhood should this development go ahead.

    Show me a stat dec from a person who has been here the proverbial 5 minutes and I'll show you a resident who has lived here for decades through thick and thin. I'm afraid the assertions made in favour of this development are simply of the latter variety.

    I note the property is now up for sale - does it come with the pending DA? How intriguing.

    I am a new mother who has been a local Maroubra resident for 15 years. The honest truth is we are in desperate need of decent and available childcare solutions in the area. I have my children's name down at many local centers and after paying to go on their waitlists I'm told it could be a minimum 6 months before I hear anything. I am 100% in favour of this application. The council talks about supporting young families but the councillors objecting to this application only seem to care about parking their car on Duncan Street. I also disagree with the danger of drop off and pick up, if children are allowed to live on this street then there is no danger for a 10 min drop off and pick up once each day. If the councillors feel this street is dangerous then that's a much bigger issue to address, deal with the problem at hand, don't pick on a proactive local member doing good things for the community. I urge you to think of those around you, think of the families who will be supported with this fantastic new local run Centre.
    My street in Maroubra is also at times difficult to find a park but what keeps me awake at night is not the time it takes to finally find a spot, it is how my family is in need of a local child care. 24 spots isn't huge but it's 24 MORE spots that the ever-growing new families in the area have available to them.

    I understand the need for more places for childcare and there are plenty of childcare centres in the area that have lodge with randwick council for expansion due to this need of ever-growing young families in the area, as there are also DA applications for brand new centres such as the old Commonwealth bank site at 211-215 Maroubra Rd that boast places for 118 children, underground parking and many more positive inclusions in much more suitable locations. THIS SITE IS NOT A SUITABLE LOCATION!!
    All the below centres are listed on the website advertising vacancies!! these centres are only some of the childhood centres in the area as there are many more in the adjoining suburbs.

    Dear Maria Tsangaris and Councillors,

    I am a Mother of two children and have been a local resident for close to 10 years. I have experienced the chronic shortage of childcare places in Maroubra and the surrounding areas. If you have ever used the mychild website to find childcare vacancies you would know that the information is not always up to date. Having called at least 5 centres only today, I am currently told they are 100% full or can only offer 1 day or in some case 2 non consecutive days. I have been on the waiting list for most of these centres since the birth of my children and am still waiting for a spot. As a highly qualified parent looking to rejoin the workforce, I need 4 consecutive days of childcare to return to my current position. In order to cover the four days I have to take my children to 3 different centres across multiple suburbs. The struggle is real! Any childcare that is local, family run and fosters a nurturing and holistic approach to childcare is more than welcome to me and for any family with young children you'd like to consult in the area. Maroubra Neighborhood Centre around the corner on Bond Street is no different in terms of parking (my children have attended the centre). It is a busy residential street yet they are allowed to operate and in the non drop off times, there is always a park.

    I would be interested to know if any of the people that have objected to the DA actually have young children and utilise childcare regularly? Yes the proposed centre is not in my street, but we are supportive members of the community looking to raise, care and school our children in this area. We are the contributing citizens out there cooking sausages at Bunnings to raise money for the community, active members of the local parish and members of local groups and clubs. Families with young children in Maroubra are the future of this area!

    To those that are objecting to this proposal based on traffic, you need to objectively look at the total number of possible car movements over the course of the day.

    A child is dropped off once and picked up once.

    So we are talking about a total of 24 movements and a parking stay of between 5 minutes to possibly 10 mins each in the morning and afternoon. This over a period of say 2 hrs between 7-9 am and again between 3-6 pm. Seriously people, how much "chaos" , "congestion" or "disruption" can 24 car movements twice a day possibly cause. Very little.

    The Traffic Assessment states little impact will be caused. But, you don't need an expensive report to confirm this - common sense suggests this is also the case.

    Those objecting are clearly doing so on the basis of "not in my street". Everything else is fluff.

    I support the motion on the basis of the jobs it will create, (small business is still the largest employer in Australia) and the increased childcare spots it will create in the area.

    This is a TERRIBLE idea. Turning a private residence into a commercial business is not in the best interests of the people living close by and the community. The previous residents of the property were there for 27 years. The residents living near the proposed site do not want it. There are over 14 child care centres in the area. The excuse of having to drive to the city to find child care is not real. A simple google search will prove this correct.

    People who say there is not a traffic problem on Duncan Street obviously do not live here and do not use the streets around the proposed site. I have a near miss on a daily basis. Duncan Street is a tight squeeze for two cars to pass each other. Don't get me started on First Avenue. It is a two way street with only enough room for one car to drive on it at a time. As for the argument of no stopping signs, they are already in place. I am looking at one of them right now, directly across from the proposed site.

    The property owners who want to run a business there submitted an original proposal for 43 children. This is about greed and making money, plain and simple. There is no backyard and the side yard is not large enough for children to play outside. The proposed owner wants to grow an "organic" garden on site, further limiting the amount of space for the children to play. During the renovation of the property, the owners/workers left a massive pile of rubbish in front of the property for council clean up, including a number of wood beams with nails sticking straight up. This demonstrates a me first attitude and not looking after the children who live in the neighbourhood. I am not aware of many parent who would leave boards, with nails sticking straight up, in the front of their house, but these people did just that.

    Please do the neighbours and community a favour by voting to reject this proposal.

    Randwick Council’s Child Care policy document states that ‘with site selection in residential neighbourhoods, consideration should be given to ensuring that the commercial nature of a proposal does not unreasonably impact the amenity of residents.’

    Over 100 residents have signed a petition stating that we do not believe this is a suitable location (safety, parking, noise issues etc) and that it will impact our amenity and we do not approve.

    Council’s document also states ‘an objective is to encourage child care centres in accessible locations in proximity to public transport, business centres, community services and open spaces.’

    This current DA DOES NOT meet any of these objectives and in many ways is the absolute opposite.

    Parking
    It is my understanding that 6 on site parking spots are required for staff and safe drop off. This application is non-compliant by 4 parking spots. This issue of non-compliance forces the burden on to the local residents. Again the proposal does not satisfy the objective of the R2 Low Density Residential zone in relation to protecting the amenity of residents, which is specified in the Randwick Local Environmental Plan 2012.

    Randwick Council’s Child Care policy document states that a reduction in car parking controls may be considered where:
    • The site is located in proximity to high frequency transport. FAIL
    • The site is co located or in proximity to other trip generators (e.g business centres, schools, public open space, car parks). FAIL
    • There is sufficient on street parking available at appropriate times within proximity of the site. FAIL
    • The development is not likely to result in any adverse impact on the safe operation of the surrounding road network. FAIL
    • One site parking and vehicle maneuvering areas are to be designed so that vehicles can safely enter and exit the site in a forward direction FAIL.
    The only onsite parking is of a ‘drive in and reverse out’ nature.
    • Access driveways must not be located opposite or in the vicinity of road intersections. FAIL.
    The site is DIRECTLY in front of a T- Intersection.

    The applicant claims:
    • I have worked in the Duncan Street for 12 months and I have always got a park right outside 27 Duncan St property.

    As a born a bred Maroubra local with 40 years of experience living within 100m of the property, working at the property during the day for 12 months does NOT provide you with the many years of experience the local residents have of driving and parking in this area during the morning and after work. It’s not during work time that we are concerned about. The revised application specifies that the applicant is requesting three 15min parking spots of a morning and evening. This means that residents returning home from work and parking there of an evening, will need to move their car (to who knows where) first thing in the morning even if they don’t leave for work until later on. It also means that those who return home before 5:45pm will need to park elsewhere. It basically means the use of these spots will be greatly reduced for current residents and will burden off-street parking on surrounding streets that are already overloaded.

    It also means that parents will be doing laps of our streets, whilst waiting for one of those 3 spaces to be available to drop off their child/children.

    • I have statutory declarations from my painter stating he and his 3 works always got a park outside 27 Duncan St.

    Again, over ONE HUNDRED local residents have expressed their concern regarding parking as we know this area in more detail than your plumbers. The main issues being morning and evening. A stat dec from your plumbers is irrelevant.

    A boutique service for only 24 places is merely a band-aid solution to a much greater issue of childcare, however there are THREE child care centres within a couple of kms of this property that are NOT at 100% capacity! It is not a crucial issue in this area to require such a desperate grab at an inappropriate development.

    It has come to my attention that a DA has been submitted for 211-215 Maroubra Rd for 118 children, 25 staff and basement parking for 19 vehicles. This is a much more appropriate, well thought out and and safe location, with the surrounding environment meeting the objectives of Randwick Councils Child Care policy document. I thoroughly support this application and would encourage Randwick Council to consider approval of this new location and refusal of 27 Duncan St, Maroubra.

    I would strongly urge all Councillors to please consider voting to refuse this application at 27 Duncan St in favour of approving more suitable DAs for childcare cetres such as the recently submitted DA for 118 places at 211-215 Maroubra Rd.

    When Mayor D’Souza was asked why he did not respond or attend the site when requested by concerned residents, I was astounded to hear his reply was that he did not need to do any of that, he could look on Google. It seems to me our Mayor has forgotten some of the most basic responsibilities of Councillors who are required to make informed decisions through good preparation and involvement, and engagement and consultation with their community.

    I am comforted by the responses and attendance of others Councillors who did indeed express their opinion that this childcare centre was inappropriate for the site and the street, and was not in the public interest. Some of these Councillors, who expressed they would normally vote to approve a childcare centre, gave their reasons why they could not vote to approve a centre on this site. They did ask themselves the question - ‘what impact will the decision have on the community (including residents and ratepayers) and the environment in both the immediate and long term’. I thank you for ethical decision-making, your engagement with the community and most importantly for making an ?informed decision through good preparation.

    Very concerning is that this approval will have an impact on the future of every site in every street within Randwick Council. Google did not help us, and we should never base our decisions on it.
