Submission for - 10 Wolstenholme Avenue Greendale NSW 2745
When it rains, the runoff from this feedlot hill runs directly down into the dam below. Earlier this year the dam overflowed onto Wolstenholme Rd, cut the road at one point then ran onto properties further contaminating local grazing land.
The dam water was putrid & black due to the contamination of manure that runs off the feedlot hill. There is no efficient effluent removal system in place that prevents faeces from entering the dam. The cattle drink from this dam. The cattle are sold for human consumption. There are no shade trees for the cattle and we have constant 45’ plus days in Summer. Health & Safety Systems & Procedures need to be implemented & monitored by Liverpool Council & EPA as per regulations, so these issues don’t continue to contaminate our properties and waterways. Please also consider the conditions the animals live in, the effects on their health and the quality of meat they produce for human consumption.
The stench Is also an issue of concern. It occurs frequently and is nauseating.
This stench directly relates back to the unsatisfactory conditions that the feedlot continues to operate under.
The feedlot should not be permitted to run a cattle feedlot for human consumption under the current conditions.

Most feedlots are run on flat land with owners spare land around it to isolate and retain overflow from surrounding properties. This certain property fronts a road where when the effluent discharges onto makes the road extremely slippery and dangerous. As I have a property with a usually dry creek down steam the overflow runs straight into it and settles in ponds which my cattle used to drink from but when stagnant just pollute the ground around and killing the resident water wildlife and with the flow continuing into the Nepean River where market gardeners pump from onto vegetables for human consumption and people swim in and further down stream small towns drink from river.

    To Heather and Rosalyn,
Both of your comments have truth which are being addressed and taken very seriously.
This dam Is monitored and a certain level is maintained to prevent any overflow. The runoff you saw was from the recently cultivated paddock to the west of the feedlot and only occurred due to the heavy rain in February where 500mm fell in a 48 hour period. There was significant runoff from all properties in the area that were bare dirt and that hadn’t seen rain for over two years. Please get your facts correct before commenting.
The welfare of the cattle is kept to a high standard, animal welfare authorities are welcomed to the site regularly to attend to concerns of their welfare and they are very happy with the procedures and policies in place to keep the animals healthy and happy at all times. Stocking number rates are to Mla guidelines and all feedlots are built with slope to prevent wet boggy areas. Most large feedlots do not have any shade at all which is NOT the case on this property. There is ample shade for the cattle to shelter in should they choose to, most of them prefer to lie in a moist area anyways.
The cattle DO NOT drink the water from the runoff dam, water is used from another dam which does not have any livestock mudding it up or Contaminating it. At the end of the day the cattle have to meet certain requirements and are tested regularly for human consumption. This is a standard thing with all livestock that are slaughtered for human consumption. Once again please get your facts correct before commenting.
I will endeavour to visit you both at some stage this week to clarify any concerns you may have.

    From a very Concerned Neighbour,

I am deeply concerned regarding the development
submission for any feedlot at 10 Wolstenholme
    avenue, Greendale.

As a local resident of the area I am deeply concerned by the
conduct and practices of the owner regarding not only the
current cattle feed lot and object to any future propose feed
    lot on this site.

Over the years I have noticed a significant transformation at the
this property from a vibrant looking rural property that
once had large beautiful gumtrees and black cockatoos that blended in
with the rest of the other neighbors to a commercial truck depot / cattle feed lot.

Regarding the current feedlot I am concerned regarding its location
and the feedlot should NOT be positioned
where it is. The owner when at full capacity appears to be
running over 300 cattle in a very confined space. They do not
    look happy and miserable.

When it rains the cattle are covered in cattle faeces and black sludge.
I am deeply worried the contaminated waste is then directed
into nearby neighboring properties contaminating their water
supplies and dams in particular when it rains, (making their stock sick).
The feedlot is also very close proximity to the road with the possibility
of the contamination flowing down the road contaminating the water supply of other
    neighbors and water sources.

I have seen the cattle stock drinking from the dams Where the
contaminated water flows into. I have also noticed when it rains
the water in his dams change to a disgusting greenish color that
    does not look natural.

The smells omitting from the direction of the feedlot are putrid in particular
when it rains, when the wind blows from the feedlot into your direction.
Since this current feedlot was established their has been an outbreak of
fly's breeding from the faeces and waste affecting neighboring properties

This is not the location for a current or future feedlot and strongly object
to any DA proposal for any feedlot at this location.

    Comment re DA 483/2020
I wish to comment on the application to regulate the unauthorised cattle feedlot and other land uses at 10 Wolstenholme Avenue Greendale 2745.
The application covers other areas of land use to which I have no real issue. I will direct my objection only to the property's use as a cattle feedlot.
My biggest concern is the current apparent animal welfare issues which are evident even from the road.
The land area appears to be inadequate for the intensive farming practice at present being conducted there and the number of head on the property for most of the time I believe would exceed the MLA recommended stocking rates for feedlots.
Large trees which had been in the paddocks and would have provided some natural shade have been removed. The drought might have affected the trees however the intensive cattle traffic around the bases would have been a major stressor and is the most probable cause for these trees not surviving. There is a small structure in one of the paddocks apparently for shade but this is blatantly inadequate for the large number of animals usually on the property. The latest Government Animal Welfare Act I believe requires that adequate shade shall be provided and should be accessable to all animals on the lot.
The local area is hilly and the property has some reasonably steep gradients. There is a sullage dam at the low point of the paddocks which are being used as the animal holding lots. The position of the dam allows it to function as a holding pond for water drainage across the feedlot. During rain periods this dam is naturally polluted by the runoff from the paddocks and in severe rain events will overflow across Wolstenholme Avenue and many neighbouring properties along a natural watercourse which connects to the Nepean River. There appears to be no apparent mechanism to filter or in anyway restrict the contaminated water/sullage from entering the watercourse. This circumstance means any disease outbreak on the property could become a major stock health issue for other property owners further down the watercourse. At present there is a serious ecological problem of apparently untreated heavily contaminated sullage water entering the environment.
The dam may not be the main fresh water souce for the cattle however there is no exclusion fencing around the perimeter to limit stock access and on occasions cattle appeared to be drinking from this dam. The obvious use of the dam as a sullage collection pond makes the water unsuitable for stock consumption. This is a current animal health problem.
I believe the issues I have raised are sufficient for council to reject the application for continuing the operation of a feedlot on this property.
Thank you for the opportunity to present my objection.

I here by would like to object to the proposed retrospective development application, for existing earth and building works, use of site as a cattle feedlot and associated agricultural use and as a landscape supplies business.
Note: We assume the property is on the corner of Greendale Rd and Wolstenholme Ave., as there are no entrances to the property on Wolstenholme Ave.
Our objection to the feedlot and associated infrastructure is as follows.
    1. The land area allocated to the housing, feeding animal welfare is less then half of the lot approx. 12 acers, this is broken up into 3 paddocks. The observed results of this is, overcrowding, the cows have to lay down in their own shit, only one tree on a hot day.
    2. Impact on the neighbours is massive as the accumulated shit breeds flies produces a stench. In the warmer months it is not possible to leave the indoors without 20 plus flies attacking you, and if the wind is in your direction you can’t breathe. The runoff from the feedlot is also a concern as water leaving the property feeds to neighbour properties on both sides of Wolstenholme Ave.
    3. As this DA application is for this site, the use of the rear of the neighbour’s property as part of the feedlot does not seem to be covered. This also adds to the above.
    4. The welfare of the animals is of concern, I don’t know what the RSPCA or the regulatory bodies require but this is not how we should treat them.
Our Objection to the use as a landscape supplies business
    1. The description as a landscape supplies business seems to down play that it is first and foremost a trucking and earth moving business, as there are many trucks leaving and coming on a daily basis without removing or unloading any goods.
    2. The maintenance of the fleet of trucks and equipment can go on till midnight, with associated noise. The use of high-powered flood lights at night directed West towards neighbours’ properties is another issue.
    3. The damage done to Greendale Rd. by heavy trucks is something Liverpool Council is aware of
With the number of trucks on this site the damage to roads cannot be under estimated. As a user of the roads and the need to replace 3 sets of rims due to potholes I feel this will only get worse.
