Is the plan to install a commercial gym or a gym with equipment for residential use?

We live at 205 Homer St and the commercial GYM F45 operates consistently causing thudding in the building, vibrations in our bathroom and kitchen and we deal with multiple new instructors who disregard the music level and shouting of instructors are audible in our apartment. Council have done very little to address this issue in 3 years and we have personally had to do a lot of research of the council documents to find many requirements had not been met including the proper flooring requirements.
Gyms in residential buildings are not manageable and this is not just our experience.
