    The change being proposed by the applicant to the parking condition is not sufficient.

    In the original condition, Council established the principle of equity of distribution of parking spaces, and the proposal would allow provision of two parking spaces to some apartments, leaving many of the lots with no parking at all.

    If Council is to remain true to this valuable principle of equity, it is urged to consider enforcing a specific limit on the number of lots which can have the privilege (!) of two car spaces, thereby allowing residents of more lots to have a vehicle.

    As there is excellent regular reliable 24-hour public transport just 2 minutes' walk away from the front door of this block, Council is well positioned to seek to counter the market forces that encourage more car spaces to belong to a single lot.
