    Why should our community have any confidence that this development will be any more successful than the failed on next door?

    Objection to DA 2019-643 for Sand Resort at 58 Gan Gan Road, Anna Bay- Lot 2 DP 1083740
    I am submitting an objection to this development on the following grounds.
    1. 58 Gan Gan Rd is currently zoned RU2 which is Rural Landscape.
    Re-zoning required before DA.
    As stated on N.S.W. Legislation website the objectives of RU2 zoning are:
    • To encourage sustainable primary industry production by maintaining and enhancing the natural resource base.
    • To maintain the rural landscape character of the land.
    • To provide for a range of compatible land uses, including extensive agriculture.
    A Development on this scale containing the following:
    • 247 units
    • Café/Bar/Restaurant
    • Gym
    • Pool Leisure Complex
    • Clubhouse
    • Conference Centre
    • Retail Space

    This development could in no way achieve the RU2 objectives.

    2. Ecological Impact:
    There were only 2 Flora, Fauna and Habitat assessments done on the site.

    • Flora Survey 30th July.
    • Fauna and Habitat 30th July and 2nd of August.

    Which is inadequate as this site contains supplementary koala habitat and forms part of a significant corridor.

    As stated on the N.S.W. Government Department of Environment and Energy:

    “Wildlife corridors are connections across the landscape that link up areas of habitat. They support natural processes that occur in a healthy environment, including the movement of species to find resources, such as food and water.
    Corridors can contribute to the resilience of the landscape in a changing climate and help to reduce future greenhouse gas emissions by storing carbon in native vegetation. They can also support multiple land uses such as conservation, farming and forestry.”
    3.5 Corridors and Connectivity
    “The site’s vegetation is directly connected to a continuous strip of native vegetation that runs west into Worimi National park, which occurs approximately 1700 m from the site. To the north and east the site is connected to vegetation that runs just to the north of the township of Anna Bay and ultimately connects to Tomaree National Park, which occurs approximately 1600 m from the site.”

    Therefor it is clear from the plans and other documentation that very little if any of the native vegetation would be retained for the construction of this development.

    3. Sand Dune Management:

    There are obvious concerns on this site that once vegetation is removed for the building of structures it would cause major problems in sand movement from the adjacent Stockton Bight sand dunes.

    I understand that owners of adjacent land to the north west have faced difficulties in obtaining approval developments due to sand management issues, and requirements for dune stabilisation works.

    Obtained from : eSpade online mapping tool from N.S.W. Office of Environment and Heritage.

    It describes the land surrounding and including the project area as “Beaches and unstable dunes.”

    “The topography is described as beaches, foredunes and often extensive unstable dunes and blowouts up to 1 km in width.”

    “The wind erosion hazard for development including urban, grazing or cultivation are noted as Extreme.”

    In conclusion, I am asking once you take all this information provided into account Port Stephens Council will reject the DA application for 58 Gan Gan Rd Anna Bay 2091- 643.

    Smart growth strategies can help Anna Bay achive it's goals for growth & development while maintaining it's distinctive coastal charactor. 

    Anna Bay strategy & town plan was adopted December 2008.
